Mayor Hollam called the meeting to order at 6:30 pm.

l. Review and discuss questions related to the budget report and financial statement for December 2019.

2. Discuss and receive update on the cost analysis of the financial impact of a homestead exception. (Staff
Resource: J. Jones)
City Manager Jones presented the City Council with an analysis of the financial impact of a homestead
exemption of$15,000. His report reflected a difference of S( 163,845),
City Manager Jones stated that he has researched the financial impact and would like for the City Council
and staff to discuss during budget workshops. Councilmember Moore suggested that staff and the City
Council proceed aggressively and look at it over the next couple of months and not wait until it's time to
review the budget.
City Council asked City Manager Jones to do more research including the process of frozen taxes for
seniors 65 & older.
3. Discussion on Town Hall Meeting scheduled for February 13,2O2O at 6:30 pm to be held at Joshua City
Hall.
Mayor Hollam stated that he will be conducting a Town Hall Meeting on February 13, 2020 at 6:30 p.m.
and Councilmember Kimble will be joining him. Mayor Hollam stated that the goal was to unify the City

3. Discuss, consider, and take action on approving an Voting Machine Leasing Agreement between the City

Councilmember Kimble moved to approve a Voting Machine Leasing Agreement between the City of
Joshua and Johnson County for the May 2020 General Election and authorize the City Manager to execute
all necessary documents. Councilmember Kidd seconded the motion. The motion passed unanimously.
4. Discuss, consider, and take action on an ordinance amending Subsection @), "Preliminary Water and
Wastewater Utility Plans," of Section 10.4.3, "Preliminary Plat Submittal Requirements," of Article 4,
"Requirements for Plat Submittal," of the City's Subdivision Ordinance; amending Subpart (g) of part (30)
of Subsection C, "Requirements," of Section 10.4.6, "Final Plat- required format and Information," of
Article 4, "Requirements for Plat Submittal," of the City's Subdivision Ordinance; all contained in the
City's Subdivision Ordinance, Exhibit "A" to Article 10.02.001, "subdivision Ordinance," of Chapter 10,
"Subdivision Regulation," of the Code of Ordinances of the City ofJoshua, Texas; providing for penalties;

Making findings; providing for conflicts; providing for severability; and establishing an effective date.

Addition to City of Joshua being a 3.819 acre tract of land located in the W.W. Byers Survey, Abstract 29,
City ofJoshua, Johnson County, Texas, property is located at the NE Comer of Veatch Ave. and 8tr Street.

Councilmember Moore moved to approve a Preliminary Plat of Lots l-7, Block l, Patt Mayfield Addition;
an Addition to City of Joshua being a 3.819 acre tract of land located in the W.W. Byers Survey, Abstract
29, City of Joshua, Johnson County, Texas, propeny is located at the NE Comer of Veatch Ave. and 8'h
Street. Councilmember Nichols seconded the motion. The motion passed unanimously.
7. Discuss, consider, and take action on a waiver application filed by Mike Clark regarding the height
requirements of a decorative metal fence. (Staff Resource: M. Maldonado)

Councilmember Kimble moved to award bid for property number 126.3524.003 a .41 acre of un-platted
property on Grayson Coun to Maddux Custom Homes, LLC in the amount of $450.00. Councilmember
Kidd seconded the motion. The motion passed unanimously.
9. Discuss, consider, and take action on a bid received from GROD Construction LLC. for the Phase 1A of
the Village Creek Drainage Project in the amount of $658,984.00. (StaffResource: M. Peacock)
Councilmember Kidd moved to award a bid received from GROD Construction LLC. for the Phase lA of
the Village Creek Drainage Project in the amount of $658,984.00 contingent on EPA approval.
Councilmember Nichols seconded the motion. The motion passed unanimously'

or employee, to-wit: The City Manager.
Mayor Hollam read the purpose of the Executive Session and council convened into Executive Session at 7:50
p.m.

ln accordance with Texas Govemment Code, Section 551, the City Council will reconvene into regular session
and consider action, if any, on matters discussed in executive session.
Mayor Hollam announced the meeting was back in Regular Session at 8:34 p.m.
Councilmember Moore stated that City Manager Jones had a positive review and moved to compensate as
discussed. Councilmember Kimble seconded the motion. The motion passed unanimously.

The City Council reserves the right to meet il Executive Session closed to the public at any time in the course of this
meeting to discuss matters tisted on the agenda, as authorized by the Texas Open Meetings Act, Texas Government
Code, Chapter 551, including 551.071 (private consultation with the attomey for the City); 551.072 (discussing
purchase, exchange, Iease or value of real property); 551.074 (discussing personnel or to hear complaints against
personnel); and 551.087 (discussing economic development negotiations). Any decision held on such matters will be
taken or conducted in Open Session following the conclusion ofthe Executive Session.
Pursuant to Section 551.127, Texas Government Code, one or more Councilmembers may attend this meeting
remotely using videoconferencing technology. The video and audio feed of the videoconferencing equipment can be
viewed and heard by the public at the address posted above as the location ofthe meeting- A quorum will be physically
present at the posted meeting location of City Hall.
