CALL TO ORDER AND ANNOUNCE A OUORUM PRESENT Mayor Hollam called the meeting to order at 6:30 pm. B PLEDGE OF ALLEGIA]\TCE I . United States of America 2. Texas Flag Councilmember Kidd led the Pledge of Allegiance to the United States of America Flag and the Texas Flag. C IYVOCATION Invocation was given by Councilmember Kimble. D WORK SESSION l. Review and discuss questions related to the budget report and financial statement for November 2019 (Staff Resource: J. Jones) No discussion on this item (Dl) 2. Discussion regarding update to City Strategic Plan. City Manager Jones stated that the City Councit previously started working on updating the plan, but due to the recent election activities, it was postponed. tn addition, he stated that it is his intentions to start the process back up next month. Councilmember Kidd asked if the City Council will have a joint meeting with the Planning & Zoning Commission. City Manager Jones stated that he will leave that up to the City Council to decide. 3. Questions regarding Regular Session agenda items. No discussion on this item (D3). E. PI]BLIC FORUM, PRESENTATIONS AI{D RECOGNIATION: The City Council invites cilizens to speak on dny topic. However, unless the item is specifically noted on this agenda, the City Cotmcil is required under the Texas Open Meetings Act to limit its response to responding with a statement of specific factual information, reciting lhe City's existing policy, or directing the person making the inquiry to visit with City Staf about the issue. No Council deliberation is pemitted. Each person will have 3 minules to speak. I . Introduction ofNew Police Officer(s) Officer Lea Sosebee was introduced as a new Joshua Police Officer. Julian Torrez- Mr. Torrez stated he had issues with the Wildwood Development. He stated that a concrete slab was poured early in the moming and made a lot ofnoise and trash is not being confined. F CONSENTAGENDA 1. Consider approval of minutes fiom the City Council Special Meeting held on December 2,2019. (Staff Resource: A. Holloway) Councilmember Kimble moved to approve the Consent Agenda. Councilmember Purdom seconded the motion. The motion passed unanimously. G REGT]LARAGENDA l. Discuss, consider, and take action on a Waiver Application for relief from the Subdivision Ordinance, Sec 10.7.4 (K), Block Lengths as requested by Topographic Land Surveyors. (Staff Resource: J. Jones) Councilmember Kimble moved to approve a Waiver Application for relieve from the Subdivision Ordinance, Sec. 10.7.4 (K) as requested by Topographic Land Surveyors. Mayor Hollam seconded the motion. The motion passed unanimously. 2. Discuss, consider, and take action on an Ordinance amending the Subdivision Ordinance, Sec. 10.4.9, Minor Plat Submittal Requirements, A.2., to remove '?OW dedication". (Staff Resource: J. Jones) No action or discussion on this item. (See item G4) 3. Discuss, consider, and take action on an Amendment to Chapter 380 Agreement Partnership Agreement with The Retail Connection. (StaffResource: J. Jones) Councilmember Purdom moved to approve an Amendment to Chapter 380 Agreement with The Retail Comection. Councilmember Kimball seconded the motion. The motion passed unanimously. 4. Discuss, consider, and take action on an Ordinance of the City Council of the City of Joshua, Texas, Amended Subsection (A), Requirement." and subsection (C), "Information," of Section 10.4.9, "Minor Plat Subminal Requirements," of Article 4, "Requirements for Plat Submittal, of the City's Subdivision Ordinance, contained in the City's Subdivision Ordinance, Exhibit "A" to Article l0.02.001, "Subdivision Ordinance," of Chapter 10, "subdivision Regulation," of the Code of Ordinances of the City of Joshu4 Texas; providing for Severability, Savings and Repealing Clauses; providing an Effective Date; Councilmember Purdom moved to approve an Ordinance amending the Subdivision Ordinance, Sec. 10.4.9, Minor Plat Submittal Requirements, A.2., ROW dedication. Councilmember Nichols seconded the motion. The motion passed unanimously. H. STAFF REPORT November 2019 l. Police Department Report  2. Fire Department Report 3. Municipal Court Report 4. Public Works Report 5. Parks Report 6. Development Services Report 7. Cily Secretary Report City Manager Jones stated that the some ofthe reports have been consolidated. Mr. Aaron Maldonado is now the supervisor over Development Services. In addition, he stated that all reports regarding Development Services will be combined.
