AGENDA CITY COUNCIL SPECIAL-CALLED MEETING MONDAY, DECEMBER 2, 2019 6:30 PM The Joshua City Council will hold a Special-Called Meeting at 6:30 p.m. in the Council Chambers at the Joshua City Hall, located at 101 S. Main St., Joshua, Texas on Monday, December 2, 2019. This meeting is open to the public and subject to the open meeting laws of the State of Texas. Pursuant to Section 551.071 of the Texas Government Code, the City Council may convene an Executive Session at any time during the meeting as deemed necessary to obtain advice from the City Attorney regarding any posted agenda item. A. CALL TO ORDER AND ANNOUNCE A QUORUM PRESENT B. CANVAS SPECIAL MAYORAL ELECTION 1. Discuss, consider and take action regarding an Ordinance of the City Council of the City of Joshua, Texas, canvassing returns and declaring the results of a special mayoral election held on Saturday, November 23, 2019, for the purpose of electing a mayor; making findings; providing a severability clause; and providing for an effective date. C. SWEAR-IN NEWLY ELECTED MAYOR D. PUBLIC FORUM The City Council invites citizens to speak on any topic. However, unless the item is specifically noted on this agenda, the City Council is required under the Texas Open Meetings Act to limit its response to responding with a statement of specific factual information, reciting the City’s existing policy, or directing the person making the inquiry to visit with City Staff about the issue. No Council deliberation is permitted. Each person will have 3 minutes to speak. E. CONSENT AGENDA 1. Approval of minutes from the meeting dated November 21, 2019. F. GENERAL ACTION ITEMS 1. Discuss, consider and take action on an Interlocal Agreement between the City of Joshua and Johnson County Special Utility District for the Water and Wastewater Utilities Facilities for the Joshua Crossing Development. Discuss, consider and take action on an Interlocal Agreement between the City of Joshua and Johnson County Special Utility District for the Water Utilities Relocation and Maintenance JCSUD 2019-2020 CIP Bundle Project – City of Joshua Water Line Project. Discuss, consider and take action on a Revision to the Memorandum of Understanding between the City of Joshua Police Department and Joshua Independent School District Police Department for Police Service to Joshua ISD to clarify jurisdiction, define parameters and areas of responsibilities, and to establish a spirit of cooperation to enhance the services that both agencies provide.
