A. CALL TO ORDER AND ANNOUNCE A QUORUM PRESENT
Mayor Hollam announced a quorum and called the meeting to order at 6:30 pm.
B. BUDGETWORXSHOP
l. Discuss the FY 2020-2021 Proposed Budget. (Staff Resourc€: J. Jones)
City Manager Jones explained the changes in the Truth in Taxation In addition, the following
budget items were discussed:

C. WORK SESSION
l. Review and discuss questions related to the budget report and financial statement for July 2O2O

No discussion on this item.
2. Review and discuss information related to drainage issues affecting specific commercial businesses
at 609-613 N. Broadway. (StaffResource: M. Peacock)
Asst. City Manager Peacock gave an update on the drainage issues at 609-613 N. Broadway. Mr.
Peacock stated that JSUD has agreed to help evaluate some of the problems. He stated that once
staff has more details, they will get with Mr. Wright and try to find some solutions to help with the
complications.
3. Review and discuss Ordinance No . 474-2OO9 regulating fences within the City limits.
After much discussion, City Council gave staff direction to prepare a draft ordinance amending the
fence height regulation and place on the next regular agenda for consideration.
4. Questions regarding Regular Session agenda items.
No discussion on this item.
D. PUBLIC FORUM, PRESEI{TATIONS AND RECOGNATION:
The Ciry Council invites citizens to speak on any topic. However, unless the item is specifically noted on
this agenda the City Council is required under the Texts Open Meetings Aa rc limit its response to
responding with a statement of specific factual information, reciting thc City's existing policy, or direaing
the person making the inquiry to visit with City Staff about the issue. No Council deliberation is permitted.
Each person will have 3 minutes to speak.
7. Proclamation declaring September 17 -23,2020 as Constitution Week.
Mayor Hollam read out loud and signed the proclamation declaring September 17-23,202O as
Constitution Week.

l.Consider approval of minutes from the City Council Meeting held on July 16, 2020 and July 27,

Councilmember Kimble moved to approve the Cons€nt Agenda. Councilmember Kidd seconded the
motion. The motion passed unanimously.

l. Consideration and approval of an Ordinance authorizing the issuance of "City of Joshua, Texas
General Obligation Bonds, Series 2020", and other matters incident and related thereto. (Staff

Councilmember Moore moved to approve an Ordinance authorizing the issuance of "City of Joshua,
Texas General Obligation Bonds, Series 2020", and other matters incident and related thereto.
Councilmember Nichols seconded the motion. The motion passed unanimously.
2. Discuss, consider, and possible action on an Ordinance amending the City's previously adopted
Election Ordinance to revise the early voting schedule for the General Election scheduled to be held
on Tuesday, November 3,2020. (StaffResource: A. Holloway)
Councilmember Kimble moved to approve an Ordinance amending the City's previously adopted
Election Ordinance to revise the early voting schedule for the General Election scheduled to be held
on Tuesday, November 3, 2020. Councilmember Purdom seconded the motion. The motion passed
unanimously.
3. Discuss, consider, and possible action on accepting submission ofthe 2020 no-new-revenue tax rate
of $0.761240 per $100 taxable value and the voter-approval tax rate of $0.755612 per $100 taxable

Councilmember Purdom moved to accept the submission of the 2020 no-new-revenue tax rate of
$0.761240 per $100 taxable value and the voter-approval tax rate of $0.755612 per $100 taxable
value. Councilmember Kidd seconded the motion. The motion passed unanimously.
4. Discuss, consider, and possible action on a resolution proposing the adoption ofa proposed total Ad
Valorem Tax Rate for Fiscal Year 2021 and schedule a public hearing subject to all public hearing
requirements ofthe Texas Property Tax Code. (Staff Resource: J. Jones)
Councilmember Moore moved to approve a resolution proposing the adoption ofa proposed total Ad
Valorem Tax Rate for Fiscal Year 2O2l of $0.765270 and schedule a public hearing to be held on
September 3, 2020. Cormcilmember Kimble seconded the motion. The motion passed unanimously.

I. ADJOURNMENT
The City Council reserves the right to meet in Executive Session closed to the public at any time in the course of this
meeting to discuss matters listed on the agenda, as authorized by the Texas Open Meetings Act, Texas Government
Code, Chapter 551, including 551.071 (private consultation with the attorney for the City); 551.072 (discussing
purchase, exchange, lease or value of real property); 551.074 (discussing personnel or to hear complaints against
personnel); and 551.087 (discussing economic development negotiations). Any decision held on such matters will be
taken or conducted in Open Session following the conclusion of the Executive Session.
Pursuant to Section 551.127, Texas Government Code, one or more Councilmembers may attend this meeting
remotely using videoconferencing technology. The video and audio feed of the videoconferencing equipment can be
viewed and heard by the public at the address posted above as the location of the meeting. A quorum will be physically
present at the posted meeting location of City Hall.
In compliance with the Americans with Disabilities Act, the City of Joshua will provide reasonable accommodations
for disabled persons attending this meeting. Requests should be received at least 24 hours prior to the scheduled
meeting by contacting the City Secretary's office at 817/558-7447.
