City Council Absent: Mike Kidd, Place 2 City Staff Present: Josh Jones, City Manager; Mike Peacock, Asst. City Manager; Aaron Maldonado, Development Services Director; Shaun Short, Police Chief; and Alice Holloway, City Secretary. City facilities are closed to the public in response to a health emergency specifically Coronavirus Disease (COVID-f 9). This meeting is available via live stream. CALL TO ORDER AND ANNOT]NCE A QUORI,]M PRESENT Mayor Hollam announced a quorum and called the meeting to order at 6:30 pm B. WORK SF.SSION 1. Discuss and review the Joshua Independent School District Coronavirus Relief Funds Match Request. After a brief discussion regarding the request f?om JISD asking for matching funds, the council gave direction to staff to obtain more information/data and bring back to the next meeting. 2. Discussion on the potential deannexation of two parcels of land located at 170 and 171 Scarlet Oaks Drive, Joshua, Texas, 76058. City Manager Jones gave a brief history of 170 and l7l Scarlet Oaks Drive. Mr. Jones explained that looking through otd emails regarding this project; it is possible that the owner was told that permits were not required. City Manager Jones stated that he does not recommend deannexing this property since all other surrounding property owners had to sign a development agreement or be annexed. City Council gave staff direction to make owner get permits, pay fees, and City inspect what can be inspected. D PUBLIC FORUM, PRESENTATIONS AND RECOGNATION: The City Council invites citizens to speak on any topic. However, unless the item is specifically noted on this agenda, the City Council is required under the Texas Open Meetings Act to limit its response to responding with a statement of specific factual information, reciting the City's existing polica, or directing the person nnking the inquiry to visit with City Staff about the issue. No Council deliberation is permitted. Each person will have 3 minutes to speak. NA E REGULAR AGENDA 1. Public hearing on the Proposed Tax Rate for the City of Joshua for the Tax Year 2020, and announce the meeting date and time of adoption. (Staff Resource: J. Jones) Mayor Hollam opened the public hearing regarding the City of Joshua Proposed Tax Rate for Tax Year 2O2O at7:05 p.m. City Manager Jones gave a brief update on the calculation of the tax rate. No public comments were made. Mayor Hollam closed the public hearing at 7:11 p.m. 2. Discuss, consider and possible action on amendments to the City's Employee Personnel Handbook. (Staff Resource: J. Jones) City Manager Jones proposed amending the Employee Personnel Handbook by adding the following: Merit Pool Base - The "merit pool base" shall be the U.S. Bureau of Labor Consumer Price lndex ("CPl") for the DFW region as published in July annually and included in the City Manager's annual proposed budget. lf the July CPI is not published prior to the filing of the City Manage/s annual proposed budget, the May CPI shall be used. The City may elect to pay up to S100.00/month in the form of an "off-set stipend" to a qualifying employee that has health insurance coverage from another source other than the City ofJoshua if the employee chooses to use the other insurance in lieu of insurance with the City. The amount will be determined annually and is subject to budgetary considerations. This pay is subject to federal taxes. This benefit may be cancelled at any time. Councilmember Purdom moved to approve the proposed amendments to the City Employee Personnel Handbook. Councilmember Nichols seconded the motion. The motion passed unanimously. 3. Discuss, consider, and possible action on an Interlocal Cooperative Agreement between the City of Joshua and Johnson County contracting for the provision of police dispatch services; and authorize the Mayor to sign. (Staff Resource: S. Short) Councilmember Kimble moved to approve an Interlocal Cooperative Agreement between the City of Joshua and Johnson County contracting for the provision of police dispatch services and authorize the Mayor to sign. Councilmember Moore seconded the motion. The motion passed unanimously. 4. Discuss, consider and possible action on an Interlocal Cooperative Agreement between the City of Joshua and Johnson County contracting for the housing of individuals detained for Class C Misdemeanor offenses; and authorize the Mayor to sign. (Staff Resource: S. Shon) Councilmember Moore moved to approve an Interlocal Cooperative Agreement between the City of Joshua and Johnson County contracting for the housing of individuals detained for Class C Misdemeanor offenses and authorize the Mayor to sign. Councilmember Purdom seconded the motion. The motion passed unanimously. 5. Discuss, consider and possible action on the Official Ballot of the Texas Municipal League Intergovemmental Risk Pool Board of Trustees Election; and authorize the Mayor to execute the Official Ballot. Holloway) Councilmember Moore moved to cast the following votes on the Official Ballot of the Texas Municipal League Intergovernmental Risk Pool Board ofTrustees Election and authorize the Mayor to sign: Place l: Robert T.
