City Council Present: Joe Hollarn, Mayor; Rick DePriest, Place 1; Mike Kidd, Place 2; Robert Purdom, Place 4;
Jerry Moore, Place 5; and Scott Kimble, Place 6.
City Council Absent: Angela Nichols, Place 3
City Staff Present: Josh Jones, City Manager; Mike Peacock, Asst. City Manager; Aaron Maldonado,
Development Services Director; Terry Welch, City Attorney; and Alice Holloway, City Secretary.
City facilities are closed to the public in response to a health emergency specifically Coronavirus Disease
(COVID-19). This meeting is available via live stream.

A. CALL TO ORDER AND ANNOUNCE A QUORUM PRESENT
B. WORK SESSION
1. Review and discuss questions related to the budget report and financial statement for November.

City Manager Jones presented the November 2020 budget report and financial statements. There
were no comments regarding the documents.
2. Questions regarding Regular Session agenda items.

C. PUBLIC FORUM, PRESENTATIONS AND RECOGNATION:
The City Council invites citizens to speak on any topic. However, unless the item is specifically noted on
this agenda, the City Council is required under the Texas Open Meetings Act to limit its response to
responding with a statement of specific factual information, reciting the City’s existing policy, or directing
the person making the inquiry to visit with City Staff about the issue. No Council deliberation is permitted.
Each person will have 3 minutes to speak.
1. Kim Henderson, 605 Country Club Dr. Mrs. Henderson stated that she would like the council to
consider renaming the city park. Mrs. Henderson was advised that her request will be forwarded to
the Parks Department to review.
D. CONSENT AGENDA
1. Consider approval of minutes from the City Council Meeting held on November 17, 2020 and
November 19, 2020. (Staff Resource: A. Holloway)
Councilmember Kimble moved to approve the City Council Meeting Minutes of November 17, 2020
and November 19, 2020. Councilmember Kidd seconded the motion. The motion passed
unanimously.
E. REGULAR AGENDA
1. Public hearing regarding a request to rezone the following described property locally known as the
Little Brook Estates, being approximately 105.64 acres of the George Wright Survey, Abstract No.
916, Johnson County, Texas, changing the zoning on the foregoing properties from (R-1) Single-
Family Residential to (R-1L) Single-Family Residential-Large Lots.
Mayor Hollarn opened the public hearing regarding request to rezone the following described
property locally known as the Little Brook Estates, being approximately 105.64 acres of the George
Wright Survey, Abstract No. 916, Johnson County, Texas, changing the zoning on the foregoing
properties from (R-1) Single-Family Residential to (R-1L) Single-Family Residential-Large Lots at
6:35 p.m.
a. Staff Presentation
Development Services Director Maldonado made the following statement:
A petition to rezone Little Brook Estates has been received by City Staff. Little Brook Estates
has approximately 41 Lot owners that are asking the City Council to consider acting as the
applicant and rezone their properties. This area has a long and complicated history as many
property owners in the area want their properties rezoned from (R-1) to (R-1L) to better fit what
and how the properties are and have been utilized in terms of use. On November 19, 2020
Council unanimously approved the City to act as the applicant in the rezone of Little Brook
Estates. A recommendation has been made from the Planning & Zoning Commission on
December 7, 2020 for approval to the City Council for the rezoning of Little Brook Estates from
(R-1) to (R-1L).

Mayor Hollarn closed the public hearing at 6:37 p.m.
2. Discuss, consider, and possible action on an Ordinance to rezone the following described property
locally known as the Little Brook Estates, being approximately 105.64 acres of the George Wright
Survey, Abstract No. 916, Johnson County, Texas, changing the zoning on the foregoing property
from (R-1) Single-Family Residential to (R-1L) Single-Family Residential-Large Lot.
Councilmember Kimble asked if staff contacted the citizens who did not sign the petition. City
Manager Jones stated that the code enforcement officer did and all the citizens are okay with the
change, they just did want to sign the petition.
Mayor DePriest moved to approve an Ordinance to rezone the following described property locally
known as the Little Brook Estates, being approximately 105.64 acres of the George Wright Survey,
Abstract No. 916, Johnson County, Texas, changing the zoning on the foregoing property from (R-1)
Single-Family Residential to (R-1L) Single-Family Residential-Large Lot. Councilmember Fleming
seconded the motion. The motion passed unanimously.

G. EXECUTIVE SESSION:
Pursuant to Texas Government Code, Chapter 551, Subchapter D, the City Council will recess into
Executive Session (closed meeting) to discuss the following:
(a) Section § 551.074 (a)(1) of the Texas Government Code to deliberate the employment or
evaluation of a public officer or employee, to-wit: The City Manager.
Mayor Hollarn announced that the City Council will recess into Executive session at 6:42 p.m.
H. RECONVENE INTO OPEN SESSION:
In accordance with Texas Government Code, Section 551, the City Council will reconvene into regular
session and consider action, if any, on matters discussed in executive session.
Mayor Hollarn stated that the meeting reconvened into regular session at 8:30 p.m.
Councilmember Purdom made the following motion:
I move to accept Josh Jones’ resignation as City Manager and authorize the Mayor to execute a contract
amendment with Josh Jones. I further move to authorize the Mayor to negotiate an agreement with Mike
Peacock for City Manager to be effective upon the last day of employment of Josh Jones. Further, any
agreement negotiated by the Mayor with Mike Peacock shall be subject to ratification by the City Council.
Councilmember Kimble seconded the motion. The motion passed unanimously.
I. FUTURE AGENDA ITEMS/REQUESTS BY COUNCILMEMBERS TO BE ON NEXT AGENDA
Councilmembers shall not comment upon, deliberate, or discuss any item that is not on the agenda.
Councilmembers shall not make routine inquiries about operations or project status on an item that is not
posted. Any Councilmember may, however, state an issue and a request that this issue be placed on a
future agenda.
J. ADJOURNMENT
Mayor Hollarn adjourned the meeting at 8:31 pm.
