MINUTES CITY COUNCIL EMERGENCY MEETING FEBRUARY 18, 2021 11:00 AM City Council Present: Joe Hollarn, Mayor; Rick DePriest, Place 1; Mike Kidd, Place 2; Angela Nichols, Place 3 Robert Purdom, Place 4; Robert Fleming, Place 5; and Scott Kimble, Place 6. City Council Absent: NA City Staff Present: Mike Peacock, City Manager; Terry Welch, City Attorney; and Alice Holloway, City Secretary. City facilities are closed to the public in response to a health emergency specifically Coronavirus Disease (COVID-19). This meeting is available via live stream. THIS MEETING OF THE CITY COUNCIL IS CALLED PURSUANT TO AN EMERGENCY OR URGENT PUBLIC NECESSITY, SPECIFICALLY WINTER STORM, POWER FAILURE, AND WATER OUTAGE, IN ACCORDANCE WITH SECTION 551.045 OF THE TEXAS GOVERNMENT CODE. Your question will be read by the City Secretary in the order they are received. A. Call to Order. Mayor Hollarn announced a quorum and called the meeting to order at 11:00 am. B. Discuss, consider, and take action on an Ordinance of the City Council of the City of Joshua, Texas, declaring a Local State of Disaster due to a Public Health Emergency. Making findings related thereto; providing an effective date; providing an expiration date; and providing for the publication of the caption hereof. City Manager Peacock gave the following update: Public Works Department has been out working since the storm started, almost non-stop. He stated they are currently sanding the streets. In addition, he stated that TxDOT has been out helping to make the streets safer. Fire Department has been up and running and has answered all calls. City Hall has been closed because of no water and rolling blackouts. Animal Control has been working taking care of animals. Police Department has been working all shifts. JCSUD is advising that the water may be out longer than we originally were told. It may be a week now. The City had 88 cases of water dropped off at the fire department for the public, first come, first serve. Pete Kampfer, General Manager of JCSUD, stated that they are working aggressively to get the water on. Mr. Kampfer stated that staff is trying to get everything thawed out and moving. Mr. Kampfer stated that the power company is working with JCSUD to get everything working. In addition, he stated that JCSUD is supplying potable water to citizens and will be available all day to the citizens. Councilmember Kimble asked if citizens should shut water off at the meter until everything is thawed in the house. Danny, with JCSUD stated that it is a good idea to close everything out. He stated that JCSUD will post something later on with instructions on what to do. Mayor stated that a lot of information is on Facebook and we want to make sure it is all correct. He stated that we will share information from JCSUD and Waste Connection as soon as it is available. City Secretary Holloway read out loud questions that were sent through zoom. Mayor, city council, and staff with JCSUD answered the questions. C. Adjourn. The City Council reserves the right to meet in Executive Session closed to the public at any time in the course of this meeting to discuss matters listed on the agenda, as authorized by the Texas Open Meetings Act, Texas Government Code, Chapter 551, including 551.071 (private consultation with the attorney for the City); 551.072 (discussing purchase, exchange, lease or value of real property); 551.074 (discussing personnel or to hear complaints against personnel); and 551.087 (discussing economic development negotiations). Any decision held on such matters will be taken or conducted in Open Session following the conclusion of the Executive Session. Pursuant to Section 551.127, Texas Government Code, one or more Councilmembers may attend this meeting remotely using videoconferencing technology. The video and audio feed of the videoconferencing equipment can be viewed and heard by the public at the address posted above as the location of the meeting. A quorum will be physically present at the posted meeting location of City Hall. In compliance with the Americans with Disabilities Act, the City of Joshua will provide reasonable accommodations for disabled persons attending this meeting.
