CALL TO ORDER AND AITNOUNCE A QUORIIM PRESENT Mayor Kimble announced a quorum and called the meeting to order at 6:30 pm. B. PLEDGEOFALLEGIANCE I . United States of America 2. WORK SESSION Mayor Kimble announced that the next item that will be discussed is the Public Forum, Presentation, and Recognition. City Council Regular Meeting August 15, 2024 Page 1 of 6  l. Discussion ontheFY 2024-2025 Proposed Budget. City Manager Peacock stated that three options are being presented for consideration. Option A: o Includes proposed increase in City tax rate o Provides for Reserve Fund balance in the amount required by City policy with an estimated overage of$284,809.00 available for additional use or additional Reserve Fund increase. . Funds all current positions including 4 current vacant o No increase in salaries or Cost ofLiving Adjustment Option B o Hold City tax rate at the current level of$0.651229 . Provide for Reserve Fund balance in the amount required by City policy with an estimated overage of $377,624.00 available for additional use or additional Reser4ve fund increase . Funds all current positions except the 4 currently vacant o No increases in salaries or Cost of Living Adjustment ln addition, City Manager Peacock stated that he is in the process ofselecting a 5-member committee to review the city infiastnrcture and put together an infiastructure improvement plan. Councilmember Waldrip stated that he is not in favor ofcutting the police deparhnent budget. Councilmember Kidd stated that he agrees with Councilmember Waldrip. Councilmember Nichols stated that the City cannot keep cutting Councilmember Marshall stated that we must do what it takes to provide for the citizens Councilmember Anderson stated that she is a taxpayer too, and the council has proven that we have reduced taxes when we can, it is a tough decision, especially asking employees to come to work, put their lives on the line, and get no increases, and possibly taking on more workload. Mayor Kimble stated that the arguments presented make sense, but he still has an objection to a ta-x increase. Discussion on the 2024-2025 proposed medical, dental, and vision benefit plan. Human Resource Director Grounds presented the plan for medical, dental, and vision benefits. She gave a brief explanation for each plan. E. Mayor Kimble stated that the Johnson County Pioneer Days in Alvarado is scheduled for Saturday, August 28th through August 3 I st and two employees will be recognized, one from the police and one fiom the fire department. l. Proclamation honoring Arden and Dee Lockett's 75th Wedding Anniversary. Mayor Kimble read out loud a proclamation recogniziag and honoring Arden and Dee Lockett's 75th Wedding Anniversary. In addition, he presented a diamond-shaped plaque and white roses to Mrs. Lockett. G. CONSENT AGE}{DA L Discuss, consider, and possible action on the July 18,2024, and August 6,2024, meeting minutes. 2. Discuss, consider, and possible action on approving the 2024/2025 medical, dental, and vision benefits. Motion made by Councilmember Anderson to approve the Consent Agenda- Seconded by Councilmember Kidd. Public hearing on the proposed budget for the fiscal year beginning October 1,2024, and endng September 30, 2025. (Staff Resource: M. Peacock) Mayor Kimble opened the public hearing at 7:37 pm. After no comments were made from the public, Mayor Kimble closed the public hearing at 7:39 pm. Motion made by Councilmember Anderson to approve a resolution setting the proposed tax rate at $0.68946E per $100. Seconded by Councilmember Waldrip. Voting Yea: Mayor Kimble, Councilmember Waldrip, Councilmember Kidd, Councilmember Nichols, Councilmember Marshall, Councilmember Anderson 6 Discuss, consider, and possible action on stop funding allocations to the Joshua Area Chamber of Commerce. (Mayor Kimble) Asst. City Manager Bransom stated that she serves on the board of directors for the chamber. She stated that she has been on the board for less than a year. ln addition, she stated that since then, they have changed CPAs. Mrs. Bransom also stated that the chamber has lost their tax-exempt status, but the chamber does not owe any IRS taxes. Mrs. Bransom suggested that the City keep funds in the budget but not disburse it. EDC Director Martin suggested that the City keeps funds and pays for events for the city. Councilmember Kidd suggested that the City start receiving quarterly updates liom the chamber. Asst. City Manager Bransom agreed. EXECUTIVESESSION The City Council ofthe City ofJoshua will recess into Executive Session (Closed Meeting) pursuant to the provisions ofChapter 551, Subchapter D. Texas Govemment Code, to discuss the following: I . Pursuant to Section 551.087 of the Texas Govemment Code: to discuss or deliberate regarding commercial or financial information received from or the offer ofa financial or other incentive made to a business prospect seeking to locate, stay, or expand in or near the territory ofthe City and with which the City is conducting economic development negotiations. 2. Mayor Kimble announced that the City Council will recess into Executive Session at 8:27 pm K.
