Main St., Joshua, Texas. This meeting is subject to the open meeting laws of the State of Texas. A. CALL TO ORDER AND ANNOUNCE A QUORUM PRESENT B. PUBLIC FORUM, PRESENTATION, AND RECOGNITION: The City Council invites citizens to speak on any topic. However, unless the item is specifically noted on this agenda, the City Council is required under the Texas Open Meetings Act to limit its response to responding with a statement of specific factual information, reciting the City's existing policy, or directing the person making the inquiry to visit with City Staff about the issue. Therefore, no Council deliberation is permitted. Each person will have 3 minutes to speak. C. REGULAR AGENDA 1. Discussion on the FY 2025-2026 Proposed Budget. (Staff Resource: M. Peacock) City Manager Peacock presented the proposed tax statement and provided an explanation of the tax impact statement. He advised that the City is not recommending the “ No New Revenue Rate,” as it would represent an increase given the possibility of an upcoming bond election. He further reported that the General Fund has been restored, and the City is returning to a healthy fund balance. The Police Department has requested the transition of two patrol positions, the addition of a parks position, and adjustments related to TMRS. Regarding the Debt Service Fund, the City Manager noted a total of $2 million, of which $210,277 will be covered. 2. Discuss, consider, and possible action on a Resolution to update the FY 24-25 Pay Plan. (Staff Resource: B. Grounds) Motion made by Councilmember Marshall to approve. Seconded by Councilmember Breitenstein. Voting Yea: Mayor Kimble, Councilmember Kidd, Councilmember Nichols, Councilmember Breitenstein, Councilmember Marshall, Councilmember Anderson D.
