CITY COUNCIL SPECIAL MEETING
TRUE LIFE CHURCH
FEBRUARY 12, 2026
6:30 PM
The Joshua City Council will hold a Special Meeting at True Life Church, located at 301 South Main Street,
Joshua, Texas. This meeting is subject to the open meeting laws of the State of Texas.
A. CALL TO ORDER AND ANNOUNCE A QUORUM PRESENT

C. INVOCATION
The invocation was led by Councilmember Mike Kidd.
D. CONSENT AGENDA
1. Discuss, consider, and possible action on a Resolution authorizing the filing of an application with the
Office of the Governor for the provisions of Police Portable Radio pursuant to Grant #5495201.
2. Discuss, consider, and possible action on the purchase of a backhoe loader unit using Sourcewell
contract pricing. (Staff Resource: K. Hubacek)
3. Discuss, consider, and possible action on the purchase of an asphalt distributor truck using BuyBoard
contract pricing. (Staff Resource: K. Hubacek)
Motion made by Councilmember Place 4 Breitenstein. Seconded by Councilmember Place 6 Anderson.

E. REGULAR AGENDA
1. Presentation by the North Central Texas Council of Governments (NCTCOG) and Texas Department of
Transportation (TxDOT) regarding the FM 917 Railroad Grade Separation Project.
Mr. Michael Morris, Director of Transportation for NTCOG. He gave a presentation regarding the FM
917 Railroad Grade Separation Project. He stated that it will take a minimum of 3-4 years to get the
project started.
Mr. Morris explained the FY 2026 BUILD Grant Program. The Non-Federal amount is 2,600,000, plus
the TxDOT Grant Match is 3,966,971. In addition, he showed several other projects with different
amenities.

Mr. Morris presented the anticipated Project Timeline for the underpass and the overpass. Underpass
was from 2026 to 2034. Overpass was from 2026 to 2030.
Mr. Morris ended with the following schedule:
Late February: RTC/NCTCOG/TxDOT Submit Federal Application
March: Quarterly Coordination Meeting of State, Regional, and Local Partners
May: TxDOT Hosts Public Meetings in Joshua.
Councilmember Kidd questioned whether the purchase of rights-of-way could be done at the same time
to help save time. Mr. Morris answered no.
Mayor Kimble asked if the 2016 studies could be used to help save time. Mr. Morris stated that he
believes the studies could be used, but the information in the studies would have to be confirmed.
2. Opportunity for City Council members, board members, staff, and citizens to ask questions and provide
comments regarding the FM 917 Railroad Grade Separation Project.

3. Discuss, consider, and possible action on a Resolution expressing support for the FM 917 Railroad
Grade Separation Project.
Mayor Kimble read out loud the proposed Resolution. In addition, he added that the alignment of the
project is missing.
Motion made by Councilmember Place 1 Dees to approve the resolution with an amendment to add the
alignment. Seconded by Councilmember Place 5 Marshall.
Voting Yea: Mayor Kimble, Councilmember Place 1 Dees, Councilmember Place 2 Kidd,
Councilmember Place 3 Nichols, Councilmember Place 4 Breitenstein, Councilmember Place 5
Marshall, Councilmember Place 6 Anderson
