SITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, August 9, 2018 Lower Level Conference Room 201 First Avenue East ATTENDING: Dave Dedman, Fire Chief Keith Haskins, City Engineer Patrick Jentz, Engineer I Tom Jentz, Planning & Building Director Rick Parker, Building Plans Examiner Wade Rademacher, Police Captain Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz (Montana Department of Transportation); Peregrine Frissell (Daily InterLake); Stephanie Reynolds (WGM); and Mike Brodie{for road redesign discussion} (KLJ). HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Universal Mechanical – HVAC - old Merganthaler building – Center St. This went through the Conditional Use Permit (CUP) process. Nothing new has been submitted yet. This will be on the agenda for next week. Sterling School – We are still waiting for their access plan with their security gate and through their fence to the school. Civil resubmittals have been received and Public Works is working through them. This will be on the agenda for next week. Northwest Drywall – 1109 E Oregon St; new warehouse in the Rail Park at the south end. This is part of the PUD and the overall development. FCEDA is doing the ROW improvements, including sidewalk and street trees. Sorensen sent them comments, including the need for a 20 ft. fire lane and 24 ft driving aisles. Lot lines were discussed, and they will need to aggregate the lot. The Geo-tech should be coming in at some point. They are planning to be open on January 1, 2019. This will be on the agenda for next week. Flathead Liquor – 1121 Hwy 2 W; addition. They want to add another storage addition on the west side of the building. This expansion will trigger some stormwater work so they have decided to go vertical with the addition. Sorensen noted that going vertical would move this back to ARC. 1 Stormwater work would include most likely putting in a mechanical unit on the west side. They had consulted with TD&H, and that was their recommendation. This is on hold pending resubmittal of new plans. This will be on the agenda for next week. Distillery Square – 45 – 6th Ae W; exterior remodel. We are mostly looking at the changes in ROW improvements and extending the sidewalk. Parker is waiting for the energy code from them as they are changing all the windows out. Public Works needs a few extra notes added to the plans to detail more of what they are doing in the ROW. This will be on the agenda for next week. Flathead Special Ed Co-op – 21 Meridian Ct; new school building. No new plans have been submitted yet. Part of the lot is already developed. The parking lot and the shed have been put in. Public Works is waiting for a resubmittal. Fire is fine with this project. This will be on the agenda for next week. NEW BUSINESS: Maw – 25 Appleway on the south side; apartments. Two 4-plexes. No civil plans have been submitted yet. The parking lot will be on the east side of the lot. The approach will be onto Appleway. Haskins stated there should be sidewalk that would cut through that and the approach should actually go up to the road, not the ROW line. There is also a ditch that goes along the Rails to Trails, so they would need to have some sort of a structure to go over that with their trail connection. It will depend on their drainage easements. There is a ditch on the north side, but the south side only has a slope. Tabler mentioned they will also need to include curb, gutter and sidewalk. This will be on the agenda for next week. PLANNING OFFICE ITEMS: Eagle Valley Ranch – formerly known as Valley Ranch – 120 acres – Zone Change. South of Ponderosa Lane and north of the Armory. The Planning Board will be having a meeting next week on this. OTHER REPORTS: Meadows Edge Phase 1A – Preliminary Review. Reynolds is present on behalf of this project. This is a smaller portion of Phase 1 known as Phase 1A. They will be bringing across water and sewer and putting the mains in the middle of the road. They have hydrants and a storm drain system that sends everything to a pond. They want to make the pond look like it is part of the natural environment and blend it in with native plants. They are also planning for the drainage on everything else within the larger phase to eventually reach this pond, which will end up discharging into an intermittent stream channel/drainage swale. There is a culvert that goes under the road and continues on and eventually meets up with Spring Creek. When Phase 1 goes in, it will trigger improvements on Farm-to-Market Road from Mountain Vista Way South to Three Mile Drive. When Phase 2 goes in, it will trigger improvements on Three Mile Drive. They are planning to submit plans soon. 2 The meeting was adjourned at 10:30 a.m. Airport Road/18th St and Airport/Hwy 93/13th St – Redesign options were discussed after Site Review. cc: Police City Manager Fairgrounds MDOT Bldg.
