BOARD OF PUBLIC WORKS
A meeting of the Board of Public Works was called to order by Chair Thiele on Monday, November 3,
2025, at 6:00 P.M.
Members present: Antoine, Eggleston, Kilgas, Moore, Schell, Schumacher, and Thiele.
Also present: Mayor Penterman, Attorney Greenwood, DPW/Eng. Neumeier, Com. Enrich. and Rec.
Director Vosters, Fire Chief Carrel, HR Director Hodge, Street Superintendent Van Gompel, and
interested citizens.
Motion made by Moore, seconded by Schell to excuse the absent member (DeCoster).
All Ald. Present voted aye.
Motion carried.

2. Discussion Topics.
a. Updates to 11.11 Waste Material.
Staff have been working on updates to Municipal Code Section 11.11 Waste Material ordinance to
re-establish section 11.11(3)(f) Municipal Disposal Site based on approved direction from the
Board. Proposed changes to the code include removing garbage and recycling from the regular
allowance at the disposal site and adding special drop-off dates for the same for card holders. In
addition, a proposed section 11.11(4)(h) will include authorization to add special collections when
unforeseen circumstances may necessitate.
Discussion was held and questions answered. Alder Moore asked for clarification whether grass
clippings can be included with leaf pickup and also to clarify that Christmas tree collection does
not include artificial trees. Alder Moore also asked that fees and penalties be set up with specific
amounts for first offense, second offense, etc. Alder Kilgas asked if the Municipal Disposal Site
fob price will be altered with the proposed changes to the disposal site. Public Works would like to
see what the changes bring and look at the price next year.
Motion made by Antoine, seconded by Kilgas to approve the proposed changes to Section 11.11
as presented and recommend approval of the ordinance to Legislative Committee and Common
Council.
All Ald. present voted aye.

b. Public Works Updates.
DPW/Eng. Neumeier gave an update on the new dock and seawall. Work for this season is wrapping
up, but they are still waiting for a railing and lighting to be finished up. The sidewalks and basketball
court at Strassburg Park have been paved. Restoration and paving of the utility relay project area is
complete. Several parks have updated cameras systems installed.
Street Superintendent Van Gompel said they are in the third week of leaf collection, and it is going
well. The park restrooms are winterized for the season. They’ve planted thirteen trees at various
parks. The new garbage collection routes will be going out on social media and in newspapers to
inform residents of the change.

Motion made by Schell, seconded by Moore to adjourn.
