BOARD OF PUBLIC WORKS A meeting of the Board of Public Works was called to order by Chair Thiele on Monday, November 17, 2025, at 6:00 P.M. Members present: Antoine, Eggleston, Kilgas, Moore, Schumacher, and Thiele. Also present: Mayor Penterman, Attorney Greenwood, DPW/Eng. Neumeier, Fin. Director VanRossum, Com. Enrich. and Rec. Director Vosters, Fire Chief Carrel, HR Director Hodge (Zoom), Street Superintendent Van Gompel, Dir. Of Plan. & Com. Dev. Kittel, Proj. Eng. Conger, and interested citizens. Motion made by Moore, seconded by Eggleston to excuse the absent members (DeCoster and Schell). All Ald. Present voted aye. Motion carried. 1. Correspondence – none. 2. Discussion Topics. a. Recommendation to award replacement of Engineering Pickup - Truck #14. On October 29th , sealed bids were opened for the replacement of Engineering truck #14. Bids received were from Gustman Chevrolet of Kaukauna and Vande Hey Brantmeier of Chilton. Both bids are a 2026 half ton double cab Chevrolet Silverado. The two options that were listed in the packet were a truck bed topper and a hybrid option. Gustman bid on the truck bed topper option whereas Vande Hey Brantmeier did not bid on either option. Pricing is competitive as there was less than one thousand dollars difference between the two bids. After reviewing specifications, options, and pricing, staff recommends purchase of the Gustman truck package. Street Superintendent Van Gompel also asked for direction for Truck #14. 1000 Islands was going to take Truck #14 to replace their current truck. After reviewing Truck #14, 1000 Islands didn’t think it would be the best fit for their needs with it having an extended cab and shorter truck bed. They are interested in one of the street department’s trucks, a 2012 single cab, with a longer box. The street department would like Truck #14 with the extended cab to transport more crew members in one vehicle. Street Superintendent Van Gompel would like direction from the Council regarding the street department taking Truck #14 and 1000 Islands taking the 2012 single cab with the longer box from the street department. Alders thanked Van Gompel for looking at options to best fit the needs of all departments and are in favor of this option. Motion made by Moore, seconded by Antoine to authorize Street Superintendent to award the bid for replacement of the Engineering truck #14, with option #1 truck bed topper, to Gustman Chevrolet of Kaukauna for a total price of $47,580.50 All Ald. Present voted aye. Motion carried. b. Recommendation to award bid for Project 8-25R Sanitary and Storm Sewer CIPP Installation. The Engineering Department only received the one bid and compared it against the Engineer’s estimate that was put together prior to bid opening. The Engineer’s estimate is compiled utilizing previous years’ prices and adjusted for inflation and changes in work descriptions. The received base bid was $1,289,771.85, and the additional alternate bid was $179,135.00 for the work. The Engineer’s estimate for the project was $1,196,834.00 for the base bid and $137,500.00 for the alternate. The higher bid prices are due to the scope of work being performed as regards access and constructability. Some of the sewer lines are very old and frail, with the contractor being concerned about the possibility of something going wrong. However, removal of certain items along with an extended deadline have dropped pricing from the previously bid Project 8-25 that was rejected. The prices received on this bid were compared to similar projects that have been bid out in the nearby area, and are relatively close. Motion made by Kilgas, seconded by Schumacher to award Project 8-25R Sanitary and Storm Sewer CIPP Installation to Visu-Sewer, LLC, Pewaukee, WI for Base Bid Unit A and Alternate Unit B, a total amount of $1,468,906.85. All Ald. Present voted aye. Motion carried. c. Update to Municipal Code 7.12 - Proposed No-Parking areas on Doty Street and W. 12th Street. Due to concerns raised by residents, staff, and changing operations, we are proposing two updates to the 7.12 Parking Regulations section of municipal code. The two areas are: 1) A curve along W. 12th Street behind the Kaukauna Housing Authority/ Statesburg Apartments; proposed to be no parking between signs. 2) A single stall on Doty Street near the Post Office; proposed to be No Parking, except Saturdays, Sundays, and holidays. Motion made by Eggleston, seconded by Antoine, to recommend approval of an ordinance to restrict parking on the north side of W. 12th Street and along a curve and to restrict parking for one stall on the north side of Doty Street to Legislative Committee. All Ald. Present voted aye. Motion carried. 3. Adjourn. Motion made by Antoine, seconded by Kilgas to adjourn. All Ald. Present voted aye. Motion carried. Meeting adjourned at 6:18 pm.
