BOARD OF PUBLIC WORKS A meeting of the Board of Public Works was called to order by Chair Thiele on Wednesday, February 18, 2026, at 6:00 P.M. Alders present: Antoine, DeCoster, Eggleston, Kilgas, Moore, Schell, Schumacher, and Thiele. Also present: Mayor Penterman, Attorney Greenwood, DPW/Eng. Neumeier, Senior Accountant Roehl, Street Superintendent Van Gompel, Fire Chief Carrel, Police Chief Graff, Com. Enrich. and Rec. Dir. Vosters, Mark. and Com. Manager Fencl (Zoom), and interested citizens. 1. Correspondence – none. 2. Discussion Topics. a. 2026-2027 Capital Improvement Plan Project List. The 2026-2026 Capital Improvement Plan (CIP) provides important insights into upcoming projects and highlights the potential debt service impacts associated with bonding. Historically, the city has scheduled approximately $5 million in projects annually, aligning with debt service targets. In 2026, we are looking to borrow for 2 years’ worth of projects. Current market rates are favorable, and no capital borrowing would need to occur in 2027, saving borrowing costs and staff time. The 2026-2027 CIP, as currently proposed, includes about $10 million in projects, which closely aligns with the city's typical General Obligation Bond borrowing levels over a 2-year span. Motion made by Antoine, seconded by Kilgas to approve the list of projects in the 2026 Capital Improvement Plan as final and 2027 as preliminary for borrowing purposes, authorizing staff to proceed with project initiation in 2026 while following the permission to bid and enter the contract procedure. All Ald. voted aye. Motion carried. b. Recommendation to Award Bid for Project #5-26 – Kaukauna Aquatic Center Repairs and Pool Sealing. The Community Enrichment & Recreation Director and Aquatic Center staff have identified deficiencies with the existing pool vessel that should be corrected as soon as possible. Working with consultants, they have put together a project scope to restore the vessel to its best condition to continue use for many years to come. Proposed work would include concrete repairs, joint repairs, and joint sealing. Staff received bids for the project on Wednesday February 11. Only one bid was received from American Pavement Solutions, Inc. We analyzed the bid and compared against estimates we had received for similar repair work. After review, staff recommends awarding the Base Bid from American Pavement Solutions, Inc for $103,600.00 and accepting the $5,000 deduct for a donation to the city. Total project cost to the city of $98,600. Staff do not recommend the award of the alternate bid item to coat and re-stripe the pool vessel and we will ask to re-bid that work to look for more competitive pricing. Motion made by Moore, seconded by Schell to award the base bid and the deduct option for Project #5-26 – Kaukauna Aquatic Center Repairs and Pool Sealing to American Pavement Solutions, Inc. for total amount of $98,600. All Ald. voted aye. Motion carried. Motion made by Schumacher, seconded by Moore to authorize staff to seek bids for Project 9-26 Pool Coating and Striping. All Ald. voted aye. Motion carried. 3.
