COUNCIL PROCEEDINGS - COUNCIL CHAMBERS – KAUKAUNA, WISCONSIN – AUGUST 19, 2025 Pursuant to adjournment on August 5, 2025, a meeting of the Common Council of the City of Kaukauna was called to order by Mayor Penterman at 7:00 P.M. on Tuesday, August 19, 2025. Roll call present: Antoine, Eggleston, Kilgas, Moore, Schell, Schumacher, and Thiele. Also present: Mayor Penterman, Attorney Greenwood, DPW/ Engineer Neumeier, Fire Chief Carrel, Fire Lt. Resch, and interested citizens. Absent & Excused: DeCoster. Motion by Moore, seconded by Thiele to excuse the absent member. All Ald. Present voted aye. Motion carried. One minute of silent prayer and the Pledge of Allegiance to the American Flag observed by the assembly. PRESENTATION OF LETTERS, PETITIONS, REMONSTRANCES, MEMORIALS, AND ACCOUNTS PUBLIC APPEARANCES Joe Urban, 917 State Street, expressed his concerns about the sidewalk project happening on Ash Grove Place and State Street. Urban stated how this project started on May 20, 2025, and was supposed to be completed by the middle of June. Urban stated that this project has not been completed in front of his property yet and expressed his concerns with the timeline of this project. Mayor Penterman informed the Council that they will be receiving an invitation to the Downtown Alley Activation Ribbon Cutting next Wednesday August 27, 2025, at 4:30pm BUSINESS PRESENTED BY THE MAYOR Proclamation Education Week in the City of Kaukauna August 25-29. Mayor Penterman read the Proclamation Education Week in the City of Kaukauna August 25-29. Motion by Moore, seconded by Antoine to receive and place on file the Proclamation Education Week in the City of Kaukauna August 25-29, 2025. All Ald. Present Voted aye. Motion carried. Appointment of Bud Gadow to the Police and Fire Commission to replace Tim Hufschmid for the remainder of his term ending April 30, 2029. Motion by Moore, seconded by Eggleston to appoint Bud Gadow to the Police and Fire Commission to replace Tim Hufschmid for the remainder of his term ending April 30, 2029. All Ald. Present voted aye. Building Inspection Report. Bills Payable. Motion by Moore, seconded by Kilgas to adopt the remaining items on the consent agenda. All Ald. Present voted aye. Motion carried. Discussion was had on the Finance and Personnel Committee Meeting Minutes of August 18, 2025, and the Public Protection and Safety Meeting Minutes of August 18, 2025. Concerns were raised about how the fire department restructuring is going to impact the remaining 2025 budget. Alders requested a closed session item on the next council meeting to discuss employee salary and promotion regarding the fire department restructuring. Motion by Moore, seconded by Kilgas to adopt the Finance and Personnel Committee Meeting Minutes of August 18, 2025. All Ald. Present voted aye. Motion carried. Discussion was had on the Health and Recreation Committee Meeting Minutes of August 18, 2025, that included correcting the names of alders making or seconding certain motions. Motion by Eggleston, seconded by Thiele to amend the Health and Recreation Committee Meeting Minutes of August 18, 2025, to include Ald. Kilgas in two motions instead of Ald. Eggleston. All Ald. Present voted aye. Motion carried. Motion by Moore, seconded by Schell to adopt the Health and Recreation Committee Meeting Minutes of August 18, 2025, as amended. All Ald. Present voted aye. Motion carried. Discussion was had on the Legislative Committee Meeting Minutes of August 18, 2025, that included specifically wanting to list the three options that were posed to City Staff for potential adjustments to City Building Hours at the Municipal Services Building and the Street, Park, and Recreation Building. Motion by Moore, seconded by Eggleston to amend the Legislative Committee Meeting Minutes of August 18, 2025, to include all 3 options provided to City of Kaukauna staff on what their building hour preference would be. All Ald. Present voted aye. Motion carried. Motion by Antoine, seconded by Kilgas to adopt the Legislative Committee Meeting Minutes of August 18, 2025, as amended. All Ald. Present voted aye. Motion carried. Motion by Kilgas, seconded by Schell to adopt the Public Protection and Safety Meeting Minutes of August 18, 2025. All Ald. Present voted aye. Motion carried. REPORTS OF STANDING AND SPECIAL COMMITTEES Operator (Bartender) Licenses. The following applicants have applied for an operator’s license for the license year 2024-2026 and have been recommended for approval based on their record check by the police department: Ashley Debroux M. 34 Duchess Ct. Appleton Kelly Micke A. 1240 Boxer St. Kaukauna Megan Sjoberg E. 2032 Bear Paw Trl. Kaukauna Motion by Schell, seconded by Moore to approve the operator/bartender licenses as listed. All Ald. Present Voted aye. Motion carried. REPORTS OF CITY OFFICERS PRESENTATION OF ORDINANCES AND RESOLUTIONS ALDER REQUESTS FOR DISCUSSION AT THE NEXT COMMON COUNCIL MEETING Ald. Moore would like a discussion at the September 2, 2025, council meeting on a report about communities with city administrators and mayors. Ald. Antoine would like a discussion on how items can get put on agendas as well as a discussion on how many details should be added into the meeting minutes. Ald. Eggleston would like a discussion on the code enforcement report at the September 2, 2025, council meeting. Ald. Thiele would like a discussion on communication procedures with the public about when meetings are going to happen and when agendas are posted.
