COUNCIL PROCEEDINGS - COUNCIL CHAMBERS –
KAUKAUNA, WISCONSIN – SEPTEMBER 2, 2025
Pursuant to adjournment on August 19, 2025, a meeting of the Common Council of the City of
Kaukauna was called to order by Mayor Penterman at 7:17 P.M. on Tuesday, September 2, 2025.
Roll call present: DeCoster, Eggleston, Kilgas, Moore, Schell, Schumacher, and Thiele.
Absent & Excused: Antoine.
Also present: Mayor Penterman, Attorney Greenwood, DPW/ Eng. Neumeier, Police Chief Graff, Dir.
of Plan. and Com Dev. Kittel, HR Director Hodge (Zoom), Library Director Thiem-Menning, Fin. Dir.
Van Rossum, Com. Enrich. and Rec. Dir. Vosters, and interested citizens.
Motion by Moore, seconded by DeCoster to excuse the absent member.
All Ald. Present voted aye.
Motion carried.
One minute of silent prayer and the Pledge of Allegiance to the American Flag observed by the
assembly.

Mayor Penterman read the Proclamation Recognizing National Drive Electric Month September 12-
October 12, 2025.
Motion by Moore, seconded by DeCoster to receive and place on file the Proclamation Recognizing
National Drive Electric Month September 12-October 12, 2025.
All Ald. present voted aye.

Operator (Bartender) Licenses.
The following applicants have applied for an operator’s license for the license year 2024-2026 and
have been recommended for approval based on their record check by the police department:

Motion by DeCoster, seconded by Schell to approve the operator/bartender licenses as listed.

REPORTS OF CITY OFFICERS
Code Enforcement Report.
Police Chief Graff provided an overview of the code enforcement report and when it started with the
police department. Alders provided their thoughts on what information would be helpful on the
monthly code enforcement reports. Discussion held and questions answered.
2026 Revaluation.
Finance Director Van Rossum provided an update on the 2026 revaluation. Discussion held and
questions answered.

Ald. DeCoster requested a discussion on beer sales at the ball diamonds and Ald. Schell requested
a parks discussion.
