LEGISLATIVE COMMITTEE
A meeting of the Legislative Committee was called to order by Chair Moore on Monday,
November 17, 2025, at 6:41 P.M.
Members present: Antoine, Moore, Schumacher, and Thiele.
Also present: Ald. Kilgas, Ald. Eggleston, Mayor Penterman, Attorney Greenwood,
DPW/Eng. Neumeier, Fire Chief Carrel, HR Director Hodge (Zoom), Street
Superintendent Van Gompel, Fin. Director Van Rossum Dir. Of Plan. &
Com. Dev. Kittel and interested citizens.
1. Correspondence – none.
2. Discussion Topics.
a. Resolution 2025-5489 Resolution Designation Appropriations and Levying a tax for the
2026 Budget of the City of Kaukauna.
Motion by Antoine, seconded by Thiele to forward Resolution 2025-5489 Resolution
Designation Appropriations and Levying a tax for the 2026 Budget of the City of Kaukauna to
the Common Council for approval.
All members voted aye.
Motion carried.
b. Ordinance 1939-2025 Ordinance Amending Section 7.12 (1)(q) and (bc).
Motion by Thiele, seconded by Schumacher to forward Ordinance 1939-2025 Ordinance
Amending Section 7.12 (1)(q) and (bc) to the Common Council for approval.
All members voted aye.
Motion carried.
c. Ordinance 1940-2025 Ordinance Establishing Salaries for Various Elected Officials.
Alder Thiele would like the Alder salary to be looked at regularly to stay competitive and
provide interest in serving.
Motion by Antoine, seconded by Schumacher to forward Ordinance 1940-2025 Ordinance
Establishing Salaries for Various Elected Officials to the Common Council for approval.
All members voted aye.
Motion carried.
d. Ordinance 1941-2025 Ordinance to Annex 16,487 Square Feet of Land from the Town of
Vandenbroek to the City of Kaukauna.
Motion by Thiele, seconded by Antoine to forward Ordinance 1941-2025 Ordinance to Annex
16,487 Square Feet of Land from the Town of Vandenbroek to the City of Kaukauna to the
Common Council for approval.
All members voted aye.
Motion carried.
e. Ordinance 1942-2025 Ordinance Repealing and Replacing Section 17.03.
Motion by Schumacher, seconded by Antoine to forward Ordinance 1938-2025 Ordinance
Repealing and Replacing Section 11.11 Waste Material to the Common Council for approval.
All members voted aye.
Motion carried.
f. Ordinance 1943-2025 Ordinance Repealing and Replacing Section 17.20.
Motion by Thiele, seconded by Schumacher to forward Ordinance 1943-2025 Ordinance
Repealing and Replacing Section 17.20. to the Common Council for approval.
All members voted aye.
Motion carried.
g. Ordinance 1944-2025 Ordinance Repealing and Replacing Section 17.25 Industrial
District.
Director of Planning & Community Development Kittel stated this ordinance will add provisions
in industrial parks for signage and temporary signage.
Motion by Antoine, seconded by Thiele to forward Ordinance 1944-2025 Ordinance Repealing
and Replacing Section 17.25 Industrial District to the Common Council for approval.
All members voted aye.
Motion carried.
h. Ordinance 1945-2025 Ordinance Amending Section 17.32.
Motion by Thiele, seconded by Antoine to forward Ordinance 1945-2025 Ordinance Amending
Section 17.32 to the Common Council for approval.
All members voted aye.
Motion carried.
i. Ordinance 1946-2025 Ordinance Creating Section 17.33.
Motion by Schumacher, seconded by Antoine to forward Ordinance 1946-2025 Ordinance
Creating Section 17.33 to the Common Council for approval.
All members voted aye.
Motion carried.
