LEGISLATIVE COMMITTEE A meeting of the Legislative Committee was called to order by Chair Moore on Monday, November 3, 2025, at 6:45 P.M. Members present: Antoine, Moore, Schumacher, and Thiele. Also present: Ald. Schell, Ald. Kilgas, Ald. Eggleston, Mayor Penterman, Attorney Greenwood, DPW/Eng. Neumeier, Com. Enrich. and Rec. Director Vosters, Fire Chief Carrel, HR Director Hodge, Street Superintendent Van Gompel, and interested citizens. 1. Correspondence – none. 2. Discussion Topics. a. Municipal Leadership Committee Mayor/City Admin and City Attorney Elected or Appointed. This committee will investigate and report back to the Legislative Committee a Mayor versus City Administrator structure of government and if the City Attorney position should be appointed or elected as the city grows. Per the Legislative Committee, this committee initially would consist of four staff members: Mayor Penterman, Finance Director Van Rossum, HR Director Hodge, and Director of Public Works/City Engineer Neumeier; and three alderpersons: Council President/District Two Alder Moore, District Four Alder Schumacher, and District Three Alder Kilgas. Discussion was held and questions answered. Alder Thiele asked if Attorney Greenwood should also be a member so both Mayor and the City Attorney could have input. Alder Antoine stated that it may be a conflict of interest to have Mayor Penterman and Attorney Greenwood on the committee. Attorney Greenwood clarified that even though Mayor is listed as Ex-Officio, he would still have the ability to vote as the committee sits right now. Alder Moore stated that Mayor Penterman and Attorney Greenwood would be welcome to attend the meetings, but the committee members will now consist of three staff members: Finance Director Van Rossum, HR Director Hodge, and Director of Public Works/City Engineer Neumeier; and three alderpersons: Council President/District Two Alder Moore, District Four Alder Schumacher, and District Three Alder Kilgas. b. Resolution 2025-5488 Resolution Clarifying Appointments to the 1000 Islands Environmental Center Board. Alder Moore asked for clarification on the number of members allowed for the 1000 Islands Environmental Center Board and where the Naturalist fits into the Board. Com. Enrich. and Rec. Director Vosters stated that she, the Director; and Brad Garrity, the Naturalist; take turns attending the meetings but are not on the Board. Alder Antoine asked if the terms for other committees have run into a similar situation. Alder Moore also asked Attorney Greenwood if all subcommittees have chairs and vice chairs elected. Motion by Antoine, seconded by Schumacher to forward Resolution 2025-5488 Resolution Clarifying Appointments to the 1000 Islands Environmental Center Board to the Common Council for approval. All members voted aye. Motion carried. c. Ordinance 1938-2025 Ordinance Repealing and Replacing Section 11.11 Waste Material. Motion by Thiele, seconded by Schumacher to forward Ordinance 1938-2025 Ordinance Repealing and Replacing Section 11.11 Waste Material to the Common Council for approval. All members voted aye.
