PUBLIC PROTECTION AND SAFETY COMMITTEE A meeting of the Public Protection and Safety Committee was called to order by Chair Kilgas on Monday, November 3, 2025, at 7:00 P.M. Members present: Eggleston, Kilgas, Schell, and Schumacher. Also present: Ald. Antoine, Ald. Moore, Ald. Thiele, Mayor Penterman, Attorney Greenwood, DPW/Eng. Neumeier, Com. Enrich. and Rec. Director Vosters, HR Director Hodge, Fire Chief Carrel, Street Superintendent Van Gompel and interested citizens. 1. Correspondence - None. 2. Discussion Topics. a. Firefighter Job Requirements. Our Fire Department, like many others throughout the state, is facing an unprecedented staffing challenge. Earlier this year, we adjusted our minimum hiring requirements to allow the recruitment of EMTs who are currently enrolled in paramedic school. This change allowed us to fill three vacancies with quality candidates immediately. While that step helped improve our situation, we still face two Firefighter/Paramedic vacancies that we have been unable to fill. Hiring EMTs will strengthen our workforce in the long term. However, to address the immediate shortage, we are considering additional adjustments to our minimum requirements meaning that we are looking to hire paramedics who are not firefighters and train them to also become firefighters. Benefits to going this route include firefighter training being shorter and less expensive than paramedic training. This would also open up a new pool of candidates. Discussion was held and questions were answered. b. Proposed No-Parking – Various Locations. Due to concerns raised by residents, staff, and changing operations, we are proposing three updates to the 7.12 Parking Regulations section of municipal code. The three areas include: 1)A curve along W. 12th Street behind the Kaukauna Housing Authority/ Statesburg Apartments; proposed to be no parking between signs. 2) A single stall on Doty Street near the Post Office; proposed to be No Parking, except Saturdays, Sundays, and holidays. 3) Updates to the Districts as defined under 7.12(1)(bg) Parking prohibited during street sweeping and fall leaf pickup; proposed to match new collection routes. Discussion was held and questions were answered. Motion by Schell, seconded by Eggleston, to direct the City Attorney to draft the necessary ordinance changes to restrict parking on the north side of W. 12th Street along a curve, restrict parking for one stall on the north side of Doty Street, and update the districts for section 7.12(1)(bg) to reflect the new collection routes. All members voted aye. Motion carried. 3. Adjourn. Motion by Eggleston, seconded by Schell to adjourn. All members voted aye. Motion carried.
