POLICE AND FIRE COMMISSION
Meeting of the Police and Fire Commission was called to order by Chair Young at 9:00 a.m.
on August 12, 2025, in the Fire Department Training Room, Fire Department Building.
1. Roll Call:
Members present: Beth Jasiak, Shannon Young, Paul VanBerkel, and Carla
Zacharias.
Also present: Police Chief Graff, Fire Chief Carrel, and HR Director Hodge.
2. Correspondence:
a. Correspondence from Cash Vosters to PFC.
Chair Young received and acknowledged the correspondence from Cash
Vosters to the PFC.
b. Correspondence from Daniel Rodriguez to PFC.
Chair Young received and acknowledged the correspondence from Daniel
Rodriguez to the PFC.
c. Correspondence from Tim Hufschmid to PFC.
Chair Young received and acknowledged the correspondence from Tim
Hufschmid to the PFC.
3. Minutes:
Motion by VanBerkel, seconded by Jasiak to suspend the rules and waive the reading
of the minutes of May 19, 2025. All members voted aye. Motion carried.
Motion by VanBerkel, seconded by Jasiak to adopt the Police and Fire Commission
Minutes of May 19, 2025. All members voted aye. Motion carried.
4. Elect Officers:
Motion by Zacharias, seconded by VanBerkel that nominations be closed, rules be
suspended, and a unanimous ballot be cast for Beth Jasiak as Secretary for the
Police and Fire Commission. All members voted aye. Motion carried.
Motion by Zacharias, seconded by Jasiak that nominations be closed, rules be
suspended, and a unanimous ballot be cast for Paul VanBerkel as Vice Chair for the
Police and Fire Commission. All members voted aye. Motion carried.
5. General Matters:
Chief Graff stated that Ben Woodward was hired and started on July 2, 2025.
Woodward went through FTO, did well, and is now on his own. Mark Starry has been
hired and will start on September 2, 2025.
Brad Sanderfoot will be retiring at the end of 2025.
The police department has acquired 21 new rifles using ARPA funds. They have also
switched to Taser 10’s, which are more user friendly.
A certified counselor met with officers for annual mental health checks in July.
Chief Carrel stated that the fire department had mental health check-ins with Nacho.
The fire department has three new hires on board. Cash Vosters has started the
paramedic program. There are two paramedic positions open. The department has
some applications on hand.
With retirement coming in January 2026, the department hopes to start the new year
fully staffed. They are timing the hiring process accordingly.
6. Kaukauna Fire Department Organization Restructure:
Chief Carrel gave a presentation and review of the Restructuring with Purpose
document.
7. Adjourn:
Motion by Jasiak seconded by Zacharias to adjourn. All members voted aye. Motion
Carried.
