POLICE AND FIRE COMMISSION Meeting of the Police and Fire Commission was called to order by Chair Young at 9:05 a.m. on October 28, 2025, in the Fire Department Training Room, Fire Department Building. 1. Roll Call: Members present: Beth Jasiak, Bud Gadow, Shannon Young, Paul VanBerkel, and Carla Zacharias (arrived at 9:07am). Also present: Fire Chief Carrel, Assistant Police Chief Sanderfoot, and HR Director Hodge. 2. Correspondence: None. 3. Minutes: Motion by Jasiak, seconded by Gadow to adopt the Police and Fire Commission Minutes of August 12, 2025. All members present voted aye. Motion carried. Carla Zacharias arrived at 9:07am. 4. New Appointee – Bud Gadow: Bud Gadow was recognized as the new member of the Police and Fire Commission. 5. General Matters: Assistant Chief Sanderfoot stated that the two new hires, Ben Woodward and Mark Starry, are up and running and doing well. Brad Sanderfoot will be retiring in January of 2026. Robert Momberg will be retiring in February 2026. Kory Krueger has been selected to be the new assistant police chief. Lieutenant interviews will be held next week. Chief Carrel stated that the fire department will be hiring a fire inspector working 20 hours a week. The department also asked for an administrative assistant in the budget. Lonny Ziemer will be retiring in January of 2026. Chief Carrel also stated that the department is looking to possibly alter operation plans which would be modified to allow EMT’s to drive the ambulance but would still strive to have two paramedics on the ambulance. 6. Adjourn to closed session pursuant to Wis. State Statute 19.85(1)(c) for the purpose of interviewing Firefighter/EMT/Paramedic Candidates: Motion by Gadow, seconded by Jasiak to adjourn to closed session pursuant to Wis. State Statute 19.85(1)(c) for the purpose of interviewing Firefighter/EMT/Paramedic candidates. All members voted aye. Motion carried. Adjourned to closed session at 9:22am. 7. Return to open session for possible action: Motion by Young, seconded by Zacharias to return to open session for possible action. All members voted aye. Motion carried. Returned to open session at 10:29am. Motion by Jasiak, seconded by Young to move Michael Becker to the Firefighter/EMT/Paramedic eligibility list pursuant to Wis State Stature 62.13. All members voted aye. Motion carried. Motion by VanBerkel, seconded by Gadow to not add Corey Telfrin to the Firefighter/EMT/Paramedic eligibility list pursuant to Wis State Stature 62.13. All members voted aye. Motion carried. 8. Discussion of minimum requirements for full-time Firefighters: Discussion was held regarding minimum requirements for full-time firefighters/paramedics. Chief Carrel and Sam Klimek (firefighter/paramedic) are looking into hiring paramedics and training them to become firefighters. The benefit is that the paramedic can immediately be used in an ambulance. Chief Carrel indicated that they need help now and have been short-staffed for a year. Beaver Dam is currently using this method successfully. Motion by VanBerkel, seconded by Young to support Chief Carrel’s concept to hire paramedics and train them as firefighters, altering minimum requirements for firefighters. All members voted aye.
