Police and Fire Commission

POLICE AND FIRE COMMISSION Meeting of the Police and Fire Commission was called to order by Chair Young at 9:01 a.m. on December 3, 2025, in the Fire Department Training Room, Fire Department Building. 1. Roll call: Members present: Shannon Young, Paul VanBerkel, Bud Gadow. Absent Members: Beth Jasiak and Carla Zacharias. Also present: Police Chief Graff, Fire Chief Carrel, and HR Director Hodge. 2. Correspondence: None 3. Minutes: Motion by Gadow, second by VanBerkel to suspend the rules and waive the reading of the minutes of October 28, 2025. All members voted aye. Motion carried. 4. General matters: a. Chief Graff i. Promotion of Kory Krueger to Assistant Police Chief. ii. Matt Kohl promoted to Lieutenant Investigator. iii. Three Sergeants retiring, Momberg in February, Treichel in February and Raether March 1st. iv. Filling Kohl’s Detective position internally, interviews being conducted 12/3/2025 for this. v. Internal applications being received for the Sergeant vacancies. vi. There are candidates in the Police Officer pool of applicants that will likely come through to the PFC in early January. vii. Depending on how the internal movements go, there will likely be additional changes to then fill the positions that are open because of the promotions. viii. May be another retirement coming in the middle of the year. b. Chief Carrel i. Lonny Ziemer retiring in January 2026. ii. FD is currently 2 short, will be 3 short in January with the retirement. iii. If we move forward with looking at hiring Paramedics without the FF I Certification it may open up some more options for filling positions after the first of the year. iv. Question on if they are forcing OT, it isn’t happening a lot now, but would if anyone else did leave. v. Discussion held on the status of hiring Paramedics. 5. Adjourn to closed session pursuant to Wis. State Statute 19.85(1)(c) for the purpose of interviewing Firefighter/EMT/Paramedic Candidates:  Motion by Gadow, seconded by Van Berkel to adjourn to closed session pursuant to Wis. State Statute 19.85(1)(c) for the purpose of interviewing Firefighter/EMT/Paramedic candidates. All members voted aye. Motion carried. Adjourned to closed session at 9:17 a.m. 6. Return to open session for possible action: Motion by Young, seconded by VanBerkel, to return to open session for possible action. All members voted aye. Motion carried. Returned to open session at 10:35 a.m. Motion by Young, seconded by Gadow to move Emily Seifert to the Firefighter/EMT/Paramedic eligibility list pursuant to Wis State Statute 62.13. All members voted aye. Motion carried. Motion by Young, seconded by VanBerkel to move Logan Schmidt to the Paid On Call Firefighter eligibility list pursuant to Wis State Statute 62.13. All members voted aye. Motion carried. 7. Adjourn: Motion by VanBerkel, seconded by Gadow to adjourn. All members voted aye. Motion Carried.
