POLICE AND FIRE COMMISSION Meeting of the Police and Fire Commission was called to order by Chair Young at 9:03 a.m. on May 18, 2026, in the Fire Department Training Room, Fire Department Building. 1. Roll call: Members present: Shannon Young, Paul VanBerkel, Beth Jasiak, Bud Gadow, and Carla Zacharias. Also present: Police Chief Graff, Fire Chief Carrel, HR Director Hodge, HR Coordinator Van Lanvelt. 2. Correspondence: Letter of Recommendation received from Capt. Gerrits re: Colin Sanderfoot. Received and placed on file. 3. Minutes: Motion by Jasiak, second by Gadow to suspend the rules and waive the reading of the minutes of March 23, 2026. All members voted aye. Motion carried. 4. General matters: a. Chief Graff i. Police Officers Hailey Buschman and Jacob Burgess started May 4th and are in field training and doing well. ii. Officer J. Brandt has submitted his notice for retirement in July of this year. iii. The department is still working to fill their +1 vacancy and to make sure they are staffed ahead of the upcoming retirement. iv. The Open House had one of the fire trucks there, Outagamie County drones, CERT vehicle also there, but light attendance. b. Chief Carrel i. Ray Shanley finished his 18-month probation period. ii. EMS – State’s Operational Plan request for change is still pending in the state’s queue. iii. The mill fire that happened Saturday afternoon (May 16, 2026) was fully staffed. iv. At the same time as the mill fire, there were also calls for a fire at Team Industries and a serious medical call. v. Van Berkel complimented the FD Annual Report. 5. Adjourn to closed session pursuant to Wis. State Statute 19.85(1)(c) for the purpose of interviewing Firefighter/EMT/Paramedic Candidates: Motion by Young, seconded by Zacharias to adjourn to closed session pursuant to Wis. State Statute 19.85(1)(c) for the purpose of interviewing Police Officer candidates. All members voted aye. Motion carried. Adjourned to closed session at 9:22 a.m. 6. Return to open session for possible action: Motion by Gadow, seconded by Zacharias, to return to open session for possible action. All members voted aye. Motion carried. Returned to open session at 12:20 p.m. Motion by Young, seconded by Gadow, to move Quintin Bayorgeon, Brett Ourada, Parker Brown, Jack Kraemer, Colin Sanderfoot, and Devin Bonlander to the Fire Department Firefighter EMT/Paramedic eligibility list; to move Scott Schreiber to the Fire Department Paid On Call eligibility list; and to not place Matt Riley on the Fire Department eligibility list, for the Chief’s consideration, pursuant to Wis State Statute 62.13. All members voted aye. Motion carried. 7. Adjourn: Motion by Gadow, seconded by Zacharias to adjourn. All members voted aye. Motion Carried.
