KELSO CITY COUNCIL April 15, 2025 6:00 PM REGULAR MEETING Mayor Anderson called the Regular Meeting of the Kelso City Council to order. Stephanie Price, from the Reign Church, gave the invocation. Mayor Veryl Anderson led the flag salute. Councilmembers in attendance were Mike Karnofski, Veryl Anderson, Brian Wood, Jim Hill and Kim Lefebvre and Lisa Alexander and Keenan Harvey. AGENDA APPROVAL: Upon motion by Councilmember Harvey, seconded by Councilmember Alexander, 'Approve the agenda as presented.' Motion passed, all voting yes. MINUTES: Upon motion by Councilmember Alexander, seconded by Councilmember Harvey, `Approve the Minutes of the April 1, 2025 Regular Meeting.' Motion passed, all voting yes. PROCLAMATION: • Mayor Anderson read a proclamation declaring April as "Child Abuse Prevention Month" in the City of Kelso. Representatives from the Child Justice and Advocacy Center (CJAC) accepted the Proclamation. CITIZENS BUSINESS: None. CONSENT AGENDA: • Auditing of Accounts $2,872,419.08 • Contract Closeout - 552301 — Train Station Upgrades • Contract Closeout - 552303 — Catlin Hall Restrooms • Contract Closeout - 592302 - Edinburgh Ct. Emergency Water Main Repair • Contract Closeout - 602402 - Basin 14 Emergency Repairs Upon motion by Councilmember Harvey, seconded by Councilmember Karnofski, `Approve the Consent Agenda as presented.' Motion passed, all voting yes. COUNCIL BUSINESS: Professional Services Agreement- Gibbs and Olson-Tills Drive Sewer Rehab: Community Development Director/City Engineer Mike Kardas briefed the council. Upon motion by Councilmember Lefebvre, seconded by Councilmember Karnofski, `Authorize the City Manager to execute the Professional Service Contract with Gibbs and Olson.' Motion carried, all voting yes. Contract Award — 592503 — AES - On-Call Pavement Repair: Community Development Director/City Engineer Mike Kardas briefed the council. Discussion followed. Upon motion by Councilmember Karnofski, seconded by Councilmember Lefebvre, `Approve the contract with AES for pavement repair.' Motion carried, all voting yes. 1 KELSO CITY COUNCIL April 15, 2025 6:00 PM REGULAR MEETING Consultant Contract Supplement — Windsor Engineers — NPDES Permit: Community Development Director/City Engineer Mike Kardas briefed the council. Discussion followed. Upon motion by Councilmember Harvey, seconded by Councilmember Karnofski, `Approve the contract supplement for Windsor Engineering.' Motion carried, all voting yes. Approval of Civil Service Commission Candidate — John Croco: City Manager Andy Hamilton briefed the Council. Upon motion by Councilmember Harvey, seconded by Councilmember Karnofski, `Approve John Croco for the Civil Service Committee.' Motion passed, all voting yes. Discussion Item — City of Kelso Flag Design: The Council provided City Manager Andy Hamilton with feedback on the desired changes based on previous examples and requested a revised version to be brought back for further review Discussion Item — Finalizing Council Goals for 2025: It was the consensus of the Council that the goals, as written, were sufficient and required no changes. MANAGER'S REPORT: Andrew Hamilton: Reported on various meetings he attended. STAFF REPORTS: Finance Director/City Clerk Brian Butterfield: The Council was informed that we are entering audit season, with the Washington State Cyber Auditors arriving on April 21, 2025. The finance and accountability audit is scheduled to begin on May 5, 2025, and is expected to continue through late June or early July. City Attorney Janean Parker: No report. Community Development Director/City Engineer Mike Kardas: Council was informed that the groundbreaking for the Rail Crossing project is scheduled to begin on April 21, 2025 Public Works Manager Devin Mackin: Council was informed that the spray park is tentatively scheduled to open in July. An overview of ongoing projects currently being performed by Public Works was also provided. Chief Rich Fletcher: Provided a staffing update. COUNCIL REPORTS: Lisa Knight Alexander: Reported to the Council on the outcomes of the Transit Board meeting and expressed her concerns regarding the Kelso Senior Association's proposal to provide meals for the homeless on Sundays at Catlin Hall. 2 KELSO CITY COUNCIL April 15, 2025 6:00 PM REGULAR MEETING Brian Wood: No report. Kim Lefebvre: No report. Jim Hill: Addressed the concerns raised by the Council regarding the Kelso Senior Association's plan to offer meals for the homeless on Sundays at Catlin Hall Keenan Harvey: Reported on local events and various meetings he attended. Mike Karnofski: Reported on various meetings he attended and noted that the Annual City Clean-Up is scheduled for April 26, 2025. Veryl Anderson: Reported on various meetings she attended and upcoming local events. There being no further business, Mayor Anderson adjourn the at 6:50 PM. CITY CLERK 3
