KELSO CITY COUNCIL May 6, 2025 6:00 PM REGULAR MEETING Mayor Anderson called the Regular Meeting of the Kelso City Council to order. Tim Sprague, from the Reign Church, gave the invocation. Mayor Veryl Anderson led the flag salute. Councilmembers in attendance were Mike Karnofski, Veryl Anderson, Brian Wood, Jim Hill and Kim Lefebvre and Lisa Alexander and Keenan Harvey. AGENDA APPROVAL: Upon motion by Councilmember Karnofski, seconded by Councilmember Hill `Amend the approval of the agenda and remove discussion item 7.1.' Discussion followed. Councilmembers Karnofski, Hill, Lefebvre, Anderson, Alexander and Wood voted yes. Councilmember Harvey voted no. Motion passes 6 to 1. Upon motion by Councilmember Harvey, seconded by Councilmember Lefebvre, 'Approve the agenda as amended.' Councilmembers Karnofski, Hill, Lefebvre, Anderson, Alexander and Wood voted yes. Councilmember Harvey voted no. Motion passes 6 to 1. MINUTES: Upon motion by Councilmember Harvey, seconded by Councilmember Lefebvre, `Approve the Minutes of the April 15, 2025 Regular Meeting.' Motion passed, all voting yes. PROCLAMATION: • Mayor Anderson read a proclamation declaring May 1-7, 2025 as "Youth Week" in the City of Kelso. A Representatives from the ELKS accepted the Proclamation. • Mayor Anderson read a proclamation declaring May 11-17, 2025 as "National Police Week" in the City of Kelso. Chief Rich Fletcher accepted the proclamation. PRESENTATION: Gordon Thomas Honeywell- Session Overview: Kelso's lobbying consultants, Amina Abdalla and Briahna Murray, provided an overview of the 2025 legislative session. Discussion followed. CITIZENS BUSINESS: Four citizens from the audience spoke. COUNCIL BUSINESS: Discussion Item — Lead Service Line Inventory Letter: Public Works Manager Devin Mackin informed the council that an informative letter will be sent to utility customers. The letter aims to engage residents in assisting the city with identifying their service lines to ensure compliance with the Department of Ecology's requirements. Consultant Contract Supplement - RH2 Engineering: Community Development Director/City Engineer Mike Kardas briefed the council. Upon motion by Councilmember Karnofski, seconded by Councilmember Harvey `Authorize the City 1 KELSO CITY COUNCIL May 6, 2025 6:00 PM REGULAR MEETING Manager to execute the contract supplement of $22,000 with RH2 Engineering for a total of $281,600.' Motion carried, all voting yes. Contract Award - 602401 - Vista-Haussler Drainage Rehab: Community Development Director/City Engineer Mike Kardas briefed the council. Upon motion by Councilmember Wood, seconded by Councilmember Harvey, `Authorize the City Manager to execute the contract with Nutter Corporation in the amount of $1,346,641.29.' Motion carried, all voting yes. Contract Award - 592408 - Brynion Pump Station: Community Development Director/City Engineer Mike Kardas briefed the council. Upon motion by Councilmember Wood, seconded by Councilmember Harvey, `Authorize the City Manager to execute the contract with Dewitt Construction in the amount of $498,699.89.' Motion carried, all voting yes. Contract Award - HD Fowler - Ductile Iron Pipe/Fire Hydrants: Public Works Manager Devin Mackin briefed the council. Upon motion by Councilmember Wood, seconded by Councilmember Harvey, `Authorize the City Manager to execute the contract with HD Fowler in the amount of $180,000.' Motion carried, all voting yes. Contract Award - Core & Main - Brass Parts: Public Works Manager Devin Mackin briefed the council. Upon motion by Councilmember Harvey, seconded by Councilmember Karnofski, `Authorize the City Manager to execute the contract with Core & Main Company in the amount of $150,000.' Motion carried, all voting yes. Professional Services Agreement - 2025-2028 HVAC Services - ENTEK Corporation: Public Works Manager Devin Mackin briefed the council. Upon motion by Councilmember Karnofski, seconded by Councilmember Lefebvre, `Authorize the City Manager to execute the contract with ENTEK Corporation in the amount of $225,000.' Motion carried, all voting yes. Professional Services Agreement — Cimco-GC Systems: Public Works Manager Devin Mackin briefed the council. Upon motion by Councilmember Wood, seconded by Councilmember Lefebvre, `Authorize the City Manager to execute a 3-year contract with Cimco-GC Systems in the amount of $100,000.' Motion carried, all voting yes. Professional Services Agreement - 572501 - Century West Engineering: Airport Manager Craig Stommel briefed the council. Upon motion by Councilmember Karnofski, seconded by councilmember Lefebvre. "Approve the Professional Service Agreement with Century West Engineering.' Motion carried, all voting yes. 2 KELSO CITY COUNCIL May 6, 2025 6:00 PM REGULAR MEETING ACTION ITEMS: Resolution No 25-1304 - Guaranteeing Grant Match Funds to the Federal Aviation Administration: The Deputy Clerk read the Proposed resolution by title only. Upon motion by Councilmember Harvey, seconded by Councilmember Alexander, `A RESOLUTION OF THE CITY OF KELSO, WASHINGTON, GUARANTEEING GRANT MATCH FUNDS AVAILABILITY TO THE FEDERAL AVIATION ADMINISTRATION AND THE WASHINGTON STATE DEPARTMENT OF TRANSPORTATION AVIATION DIVISION' Motion carried, all voting yes. MANAGER'S REPORT: Andrew Hamilton: Reported on various meetings he attended. STAFF REPORTS: Finance Director/City Clerk Brian Butterfield: Commented, the State Auditors are on site and will be conducting their annual audit for the next 6 weeks. City Attorney Janean Parker: No report. Airport Manager Craig Stommel: Briefed council on current and upcoming projects and events. Community Development Director/City Engineer Mike Kardas: Provided council an updated on current and upcoming projects. Public Works Manager Devin Mackin: Briefed council on current projects. Chief Rich Fletcher: Provided a staffing update. COUNCIL REPORTS: Lisa Knight Alexander: No report. Brian Wood: No report. Kim Lefebvre: No report. Jim Hill: No report.
