BOARD OF PUBLIC WORKS AND SAFETY COUNCIL CHAMBERS-CITY HALL FEBRUARY 11, 2020-8:30 A.M. Roll call was answered by Mayor SuzAnne Handshoe and Chairman Jim Dazey and Board Member Don Gura. Others present were: Steven Garbacz-KPC Media, Scott Derby, Mark Schultz, Jeremy McKinley, Rob Wiley, Scott Mosley, Katie Ritchie, Jim Pankop, Kristen Johnson, and Cindy Marple. Pledge of Allegiance The Pledge of Allegiance was recited by all in attendance. Minutes The minutes of the January 28, 2020 Board of Public Works and Safety meeting were presented for approval. Board Member Don Gura made a motion to approve the minutes with a second by Mayor SuzAnne Handshoe. The motion passed 2 ayes-0 nays. Petitions or Comments No petitions or comments were heard. Mayor Application for use of public facilities – Northeastern Center Inc. Michael Steigmeyer, Public Relations Coordinator requests authorization to use Bixler Lake and the Jansen Pavilion for the 5K walk, run, cookout. It will be held on September 12, 2020 from 7:00 A.M. to 3:00 P.M. Board Member Don Gura made a motion to approve with a second by Mayor SuzAnne Handshoe. The motion passed 2 ayes-0 nays. Kristen Johnson requested permission to display public art on the three electrical boxes on Main Street and the concrete wall on the southwest lot on the corner of Main and Rush Streets. The board recommended that she wait until after the streetscape to begin painting. Johnson presented examples of paintings and said there would be an open entry period for the public to turn in their paintings for The Heart of Kendallville to vote on their favorites. Board Member Don Gura made a motion to Johnson to proceed with applying for the grant with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Mayor SuzAnne Handshoe requested a two day employee vacation rollover for her assistant Cindy Marple. Mayor stated that her office has been very busy since the beginning of the year and her assistant hasn’t been able to take her allocated vacation time. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Police Request to open sick-time donations. Chief of Police Rob Wiley requests authorization to open up sick time donations for newly hired Police Officer Nathaniel Nickels. Officer Nickels was hired in January 27, 2020 and his son, Caiden, passed away on February 5, 2020. Chief Wiley is donating the first 5 days himself and the board authorized it be left open through the week of February 21, 2020. Board member Don Gura made a motion to approve with a second by Mayor SuzAnne Handshoe. The motion passed 2 ayes-0 nays. Request to purchase canine for narcotics/ article searches and tracking Chief of Police Rob Wiley requests authorization to purchase canine Frodo for 3rd shifts narcotics/article searches. Board Member Don Gura made a motion to approve Invoice #448 from F.M. K9 in the amount of $4,500.00 with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes- 0 nays. WWTP Sewer adjustment request- 1515 Knollcrest Drive Home owner Stone Hall submitted a sewer adjustment request for 1515 Knollcrest Drive. Wastewater employee Mike Taulbee through investigation suggested that the credit of $612.48 be approved as the water did not go down a drain. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes- 0 nays. Sewer adjustment request- 103 Ironwood Drive Home owner Steven Clouse submitted a sewer adjustment request for 103 Ironwood Drive. Wastewater employee Mike Taulbee through investigation suggested the credit of $250.56 be approved as the water did not go down the drain. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes- 0 nays. Request to pay Berrington Pumps Superintendent Mark Shultz requested authorization to pay Barrington Pumps in the amount of $3,400.30 for an emergency purchase for the chemical feed pump. The monies will come from account 606004620. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Water Request to pay Alum-Elec Structures, Inc. Superintendent Scott Mosley requested authorization to pay Alum-Elec in the amount of $10,050.00 for stainless steel grating material required for a failure in the backwash trench system at the Diamond Street Plant. The monies will be taken from account 6051349 and will come from the 2020 budget. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Motion to Adjourn Board Member Don Gura made a motion to adjourn the meeting.
