BOARD OF PUBLIC WORKS AND SAFETY
COUNCIL CHAMBERS
APRIL 13, 2021-8:30 A.M.
Bid Opening- Engineering Administrator Scott Derby presented a letter submitted by Solar Solution
Technologies presenting some concerns on project descriptions and system design. Scott Derby also
attached a letter of recommendation provided by City Attorney Doug Atz. The letter of recommendation
instructed the Board to table the bid opening until further research can be done on the issues that were
mentioned. Board Member Don Gura made a motion to follow the recommendation on tabling the bid
until further research can be done with a second from Mayor SuzAnne Handshoe. The motion passed 2
ayes – 0 nays.
Roll call was answered by Mayor SuzAnne Handshoe and Chairman Jim Dazey and Board Member Don Gura.
Others present were: Scott Derby, Katie Ritchie, Cindy Marple, Lance Waters, Mark Schultz, Ryan Alwine,
Jeremy McKinley, Kyle Blackburn, Eric Hesher- RES, Kevin Dressler, and Steve Garbacz- KPC.

The Pledge of Allegiance was recited by all in attendance.
Minutes
The minutes of the March 23, 2021 Board of Public Works and Safety meeting were presented for approval.
Board Member Don Gura made a motion to approve the minutes with a second by Mayor SuzAnne Handshoe.
The motion passed 2 ayes-0 nays.
The minutes of the March 30, 2021 Special Board of Public Works and Safety meeting were presented for
approval. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe.
The motion passed 2 ayes – 0 nays.
Petitions or Comments
Eric Hesher from Renewable Energy Systems told the Board that everything that has been done this far in the
solar field process has been accurate and asked the Board to deny the recommendation of tabling the bid opening.
Chairman Jim Dazey thanked him for his comments but told him that the Board will proceed with the
recommendation of the City Attorney on tabling until further research has been done to make sure everything is
complete and accurate.
Mayor
Application for use of Public Facilities- MYAC/ International Festival
MYAC Member, Kyle Blackburn, requested the use of public facilities on Main Street between Mitchell & Rush
Streets on Saturday May 1st from 4:00 P.M. to 8:00 P.M. for an International Festival. This will consist of 10-12
booths with information, food tastings &, etc. on different countries/ cultures. Board Member Don Gura made a
motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays.
Engineering
Drake Road Phase 1- Invoice #24 Preliminary Engineering
Administrative Engineer Scott Derby requested authorization to pay invoice #21-2722 to A&Z Engineering in the
amount of $11.032.64. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne
Handshoe. The motion passed 2 ayes – 0 nays.
Drake Road Phase 1- Invoice #2 R/W Acquisition Services
Administrative Engineer Scott Derby requested authorization to pay invoice # 21-2723 to A&Z Engineering in the
amount of $3,600.00. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne
Handshoe. The motion passed 2 ayes – 0 nays.
Administrative Engineer Scott Derby announced he should have quotes for traffic control signage and an update
on the electrical for the Downtown Streetscape at the next Board of Works meeting.
Water
The March Revenue & Expense Report was presented for review.
Motion to Adjourn
Board Member Don Gura made a motion to adjourn the meeting. Chairman Jim Dazey adjourned the meeting at
8:44 A.M.
