BOARD OF PUBLIC WORKS AND SAFETY
COUNCIL CHAMBERS
APRIL 27, 2021-8:30 A.M.
Roll call was answered by Mayor SuzAnne Handshoe and Chairman Jim Dazey and Board Member Don Gura.
Others present were: Scott Derby, Katie Ritchie, Cindy Marple, Lance Waters, Wade Hale- KML. Inc., Mark
Schultz, Jeremy McKinley, Matt Riehm, Ryan Alwine, Scott Mosley, and Steve Garbacz- KPC.
Pledge of Allegiance
The Pledge of Allegiance was recited by all in attendance.
Minutes
The minutes of the April 13, 2021 Board of Public Works and Safety meeting were presented for approval. Board
Member Don Gura made a motion to approve the minutes with a second by Mayor SuzAnne Handshoe. The
motion passed 2 ayes-0 nays.

Engineering
WWTP Solar Power Generator Project
Chairman Jim Dazey recommended a motion be made to remove the tabling of the solar field bids as Engineering
Administrator Scott Derby was given recommendations from the City Attorney and a fellow solar company that
the bid opening process can proceed. Board Member Don Gura made a motion to approve with a second from
Mayor Handshoe. The motion passed 2 ayes – 0 nays.
1. Renewable Energy Systems - $2,519,300.00
2. Solar Energy Systems- $1,739,800.00
Engineering Administrator recommended a special Board of Works meeting on Tuesday May 4, 2021 at 8:30
A.M. in the Council Chambers for the awarding of the bid for the solar field. Board Member Don Gura made a
motion to approve with a second from Mayor SuzAnne Handshoe.
Award 4-2021 Misc. Traffic Control Sign Quotation
Engineering Administrator Scott Derby recommended awarding Osburn Associates as they were the lowest bid in
the traffic control sign bid. Board Member Don Gura made a motion to approve with a second from Mayor
SuzAnne Handshoe. The motion passed 2 ayes – 0 nays.
Drake Road Phase 1- Invoice #25 Preliminary Engineering
Engineering Administrator Scott Derby requested the authorization to pay request #25 in the amount of $2,971.44
($2,377.15 Federal & $594.29 Local) to A&Z Engineering. Board Member Don Gura made a motion to approve
with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays.
Drake Road Phase 1- Invoice #3 R/W Acquisition Services
Engineering Administrator Scott Derby requested the authorization to pay request #3(21-2772) in the amount of
$3,600.00 to A&Z Engineering. Board Member Don Gura made a motion to approve with a second from Mayor
SuzAnne Handshoe. The motion passed 2 ayes – 0 nays.
Drake Road Phase 2- Invoice #1 Preliminary Engineering
Engineering Administrator Scott Derby requested the authorization to pay request #1 (21-2773) in the amount of
$15,480.50 ($12,384.40 Federal & $3,096.10 Local) to A&Z Engineering. Board Member Don Gura made a
motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays.
Fire
Wage Adjustment- Terry
Fire Chief Jeremy McKinley requested authorization to give Tyler Terry his third and final six month adjustment
of $500 annually. Tyler has passed his evaluation and meets the requirements for his adjustment. Board Member
Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes –
0 nays.
WWTP
The March 2021 Financial Report was presented for review.
The March 2021 Activity Report was presented for review.
Lift Station Pump Purchase
Superintendent Mark Schultz requested authorization to purchase a new lift station pump from Quality Repair
Service in the amount of $5,865.00 to replace the one located in Noble Hawk Suburb. Chairman Jim Dazey asked
Superintendent Schultz if he had another quote from a different company if they are purchasing a new pump.
Board Member Don Gura made a motion to table this request until the Special Board of Works meeting on May 4,
2021 to give Superintendent Schultz time to get another quote. Mayor SuzAnne Handshoe seconded this motion.
The motion passed 2 ayes – 0 nays.
Sludge Press Repairs
Superintendent Mark Schultz requested authorization to have repairs done to the sludge press. Process
Wastewater Technologies, LLC will be repair the press. The amount of this repair is $14,500.00. The money for
this repair will come from account #606004620.000. Board Member Don Gura made a motion to approve with a
second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays.
Sewer Adjustment Request- 611 S. Main Street
Margaret Leacock of 611 S. Main Street requested a sewer adjustment in the amount of $1,075.67. Leacock
submitted a letter stating that the water did not go down a drain and was verified and received recommendation of
approval from Wastewater. Board Member Don Gura made a motion to approve half of the amount requested
($537.83) since the property was left vacant. Mayor SuzAnne Handshoe seconded this motion. The motion passed
2 ayes – 0 nays.
Sick Time Donation Request
Superintendent Mark Schultz requested authorization to open sick time donations for employee Josh Ledford as
he is off until May 10, 2021 due to back surgery. Board Member Don Gura made a motion to open sick time
donation with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays.
Motion to Adjourn
Board Member Don Gura made a motion to adjourn the meeting. Chairman Jim Dazey adjourned the meeting at
9:06 A.M.
