BOARD OF PUBLIC WORKS AND SAFETY
COUNCIL CHAMBERS
November 9 , 2021-8:30 A.M.
Roll call was answered by Mayor SuzAnne Handshoe and Chairman Jim Dazey and Board Member Don Gura.
Others present were: Brandy Roberts, Scott Mosley, Lance Waters, Mark Schultz, Steve Garbacz- KPC, Mark
Schultz, Brian Strange, Jeremy McKinley, Wade Hale and Carl Tanner.
Pledge of Allegiance
The Pledge of Allegiance was recited by all in attendance.
Minutes
The minutes of the October 26, 2021 Board of Public Works and Safety meeting were presented for approval.
Board Member Don Gura made a motion to approve the minutes with a second by Mayor SuzAnne Handshoe.
The motion passed 2 ayes-0 nays.

Engineering
Demolition waiver request
Administrative Engineer Scott Derby requested authorization to waive permit fees. Kendallville Restorations
purchased a home at 322 N State St. They have requested a demolition permit and that all fees be waived. Board
Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed
2 ayes – 0 nays.
Request to pay
Drake Road Phase #1
Administrative Engineer Scott Derby requested authorization to pay Design Invoice #31 to A to Z Engineering in
the amount of $ 2,354.00. (Federal Amount $1,883.20) (Local Amount $470.80)
Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion
passed 2 ayes – 0 nays.
Administrative Engineer Scott Derby requested authorization to pay Right of Way Services Invoice #9 in the
amount of $17,783.50. (Federal Amount $14,226.80) (Local Amount $3,556.70)
Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion
passed 2 ayes – 0 nays.
Drake Road Phase #2
Administrative Engineer Scott Derby requested authorization to pay Design Invoice #7 in the amount of
$8,376.54. (Federal Amount $6,701.23) (Local Amount $1,675.31)
Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion
passed 2 ayes – 0 nays.
Fire
Wage Adjustment
Chief Jeremy McKinley requested authorization to adjust the wage of Tyler Terry. Tyler has completed the 4th and
final 6-month evaluation and meets the requirements for the $500.00 wage increase. Board Member Don Gura
made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays.
Police
Request to pay Lexipol for 2022 Subscription Fee
Chief of Police Lance Waters requested authorization to pay invoice INVLEX6452 to Lexipol in the amount of
$5,000.00. The monies for this will come from the Legal Agreements Fund. Board Member Don Gura made a
motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays.
WWTP
Request to hire
Superintendent Mark Schultz requested authorization to hire Trevor Hampshire to fill the soon to be open position
of Pretreatment Inspector. He will start training on Monday November 15, 2021 at $19.00/hr. Board Member Don
Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0
nays.
Motion to Adjourn
Board Member Don Gura made a motion to adjourn the meeting. Chairman Jim Dazey adjourned the meeting at
8:47 A.M.
