BOARD OF PUBLIC WORKS AND SAFETY COUNCIL CHAMBERS MARCH 22, 2022-8:30 A.M. Roll call was answered by Mayor SuzAnne Handshoe, Chairman Jim Dazey, and Board Member Don Gura. Others present were: Steve Garbacz- KPC News, Scott Mosley, Mark Schultz, Brian Strange, Scott Derby, Jeremy McKinley, Cindy Marple, Mark Schultz, Wade Hale, Lance Waters, Carl Taner, and Katie Ritchie. Pledge of Allegiance The Pledge of Allegiance was recited by all in attendance. Minutes The minutes of the March 15, 2022 Board of Public Works and Safety meeting were presented for approval. Board Member Don Gura made a motion to approve the minutes with a second by Mayor SuzAnne Handshoe. The motion passed 2 ayes-0 nays. Petitions or Comments No petitions or comments were given. Clerk-Treasurer Waiver of Demolition Permit- 125 Sargent Street- Add on Clerk Treasurer Katie Ritchie presented a request from Bob Marshall saying that KRI has purchased the property of 125 Sargent Street and requested the waiver of the demolition permit fee. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Engineering State Street Parking Request Administrative Engineer Scott Derby presented a letter written by a citizen asking if the City would look into changing the no parking regulations on South State. Chairman Jim Dazey said he believes this is a matter for the Common Council since the no parking regulations were created in an ordinance passed in 1987. Board Member Don Gura made a motion to defer this to the Common Council with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Mr. Fields Request Reimbursement Billy Fields Jr. requested reimbursement for a pole barn that was erected at 1104 Riley Road. Mr. Fields was given a building permit and passed inspection. At a later date he received a letter telling him to stop any further construction due to a misinterpretation of the code and at that point the barn was up and now needs to come down. There was a breakdown given of all the costs for work, materials, and permit fees in total of $14,911.45. Building Inspector Dave Lange recommended a time the date of May 16, 2022 for the completion date of removal. Once the removal is complete payment could be given. Board Member Don Gura made a motion to approve the full reimbursement amount and the completion date of May 16, 2022 with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Chairman Jim Dazey gave Mr. Fields his deepest apologizes for the misunderstandings and inconveniences. Drake Road Phase 1 Project Status Report- Add on Administrative Engineer Scott Derby presented the Drake Road Phase 1 Project Status Report to view. Drake Road Phase 2 Project Status Report- Add on Administrative Engineer Scott Derby presented the Drake Road Phase 2 Project Status Report to view. Drake Road Phase 1- Pay Request $35- Add on Administrative Engineer Scott Derby requested authorization to pay pay request #35 to A&Z Engineering in the amount of $7,723.21 (federal $6,178.57 & local $1,544.64). Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Fire Request to Purchase AED’s Fire Chief Jeremy McKinley requested authorization to purchase seven AED’s from Zoll Medical in the amount of $18,795.60. The money for this purchase will come from the Fire equipment budget. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Street Request to Purchase 1995 Cat D5c Series 3 Street Superintendent Brian Strange requested authorization to purchase a 1995 Cat DSC Series 3 for $40,000.00. The cost will be split between Street Dept. $15,000.00, Water Dept. $10,000.00, and BOW $15,000.00. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. WWTP Sewer Adjustment- 668 Dowling Street Linda Campbell, owner of 668 Dowling Street requested a sewer adjustment for water that did not go down a drain in the amount of $132.24. A water line was frozen and broke. WWTP employee Trevor Hampshire verified and recommended the BOW approval. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Sewer Adjustment- 123 N. Orchard Street Karla Clark, owner of 123 N. Orchard Street requested a sewer adjustment for water that did not go down a drain in the amount of $494.16. A water line froze and broke and water ran out the back door. WWTP employee Trevor Hampshire verified and recommended the BOW approval. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Sewer Adjustment- 642 E. North Street Apt. 8 Brad Grate, owner of 642 E. North Street Apt. 8 requested a sewer adjustment for a water that did not go down a drain in the amount of $306.24. There was a rotting pipe in the basement that broke and water went back in the ground. WWTP employee Trevor Hampshire verified and recommended the BOW approval. Board Member Don Gura made a motion to approve with a second Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Request to Pay Baker Tilly- Add on WWTP Superintendent Mark Schultz requested authorization to pay invoice #BTMA13403 to Baker Tilly in the amount of $9,327.75. The money for this invoice will come from BOW Contractual. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Water The February 2022 Revenue/Expense Report was presented for review. Motion to Adjourn Board Member Don Gura made a motion to adjourn the meeting.
