BOARD OF PUBLIC WORKS AND SAFETY
COUNCIL CHAMBERS
AUGUST 9, 2022-8:30 A.M.
Roll call was answered by: Mayor SuzAnne Handshoe, Chairman Jim Dazey, and Board Member Don Gura.
Others present were: Dave Lange, Steve Garbacz- KPC, Mark Schultz, Lance Waters, Brian Strange, Scott
Mosley, Scott Derby, Rick Kiersey, Deb Derby, Ron Wallen, Chad McKinley, Jeremy McKinley, Terry Gaff,
Kyle Parrish, and Brandy Roberts.
Pledge of Allegiance
The Pledge of Allegiance was recited by all in attendance.
Minutes
Board Member Don Gura made a motion to approve the Board of Works minutes from the July 26, 2022 meeting
with a second from Mayor Handshoe. The motion passed 2 ayes – 0 nays.
Petitions
No petitions or comments were given.
Mayor
Application for Use of Public Facilities- Automasters & Breakfast House Cruise In
Ron Wallen submitted an application for use of public facilities on the property line of 323 Main to Rush Street
and including the alley between buildings as well. The Car Show will take place on September 18, 2022 from
10:00 A.M to 2:00 P.M. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne
Handshoe. The motion passed 2 ayes- 0 nays.
Engineering
Request to Waive Permit Fee
Terry Gaff requested a waiver of the permit to demolish of 915 N. Lima Road that will also terminate the service
at the main. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe.
The motion passed 2 ayes – 0 nays.
Drake Road Phase 2 PE- Invoice #16
Administrative Engineer Scott Derby requested authorization to pay Pay Request #16 in the amount of $9,920.96
($7,936.77 Federal & $1,984.19 Local). Board Member Don Gura made a motion to approve with a second from
Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays.
Access Control System
IS Coordinator Rick Kiersey requested authorization to pay quotation number 225267436 to Insight in the amount
of $6,784.76. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne
Handshoe. The motion passed 2 ayes – 0 nays.
Dumpster Placement Request- 801 Katarina Court
Kyle Parrish requested a temporary dumpster placement within the City Street right-of-way at 801 Katarina
Court. The placement will begin August 2022 and will end November 2022. This is for the building of this new
home. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The
motion passed 2 ayes – 0 nays.
KRI Request
Bob Marshall requested an extension of the deadline to install seeded yards at 332 N. State Street, 125 Sargent
Street, and 410 N. Main Street. These properties will be seeded this fall if approved. Board Member Don Gura
made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays.
Extension of Vacation Days- Derby
Administrative Engineer Scott Derby requested the extension deadline to use the remaining 35.5 hours of vacation
through the end of October. Board Member Don Gura made a motion to approve with a second from Mayor
SuzAnne Handshoe. The motion passed 2 ayes – 0 nays.
Fire
Request for Roof Repair
Fire Chief Jeremy McKinley requested authorization to award Lengacher Brothers for a roof repair at Fire Station
2 as they were the lowest quote of $14,750.00. $10,000.00 will come from the City Fire budget and Wayne
Township Trustee has agreed to pay the remaining. Board Member Don Gura made a motion to approve with a
second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays.
Request for Donated Sick Time
Fire Chief Jeremy McKinley requested authorization to open up sick time donation for Firefighter Joe Inman. Joe
is in need of two (2) sick days to be covered financially for the next few weeks as he is recovering from surgery.
Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion
passed 2 ayes – 0 nays.
Police
Request to Pay for Overage of Code Enforcement Uniform
Chief of Police Lance Waters requested authorization to pay the overage amount of $50.68 for the new Code
Enforcement Officer’s Uniforms. There was a previous approval of $400.00 done at a prior meeting. Board
Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed
2 ayes – 0 nays.
Request for Sick Time Donation- Misty Pegan
Chief of Police Lance Waters requested authorization to open up sick time donation for newly hired Dispatcher
Misty Pegan. Ms. Pegan tested positive for COVID-19 and does not have any sick time to use since newly hired.
Misty would need 40 hours of donated time to be compliant with CDC guidelines for quarantine. Board Member
Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes –
0 nays.
Water
The June Revenue/Expense Report was presented for review.
Motion to Adjourn
Board Member Don Gura made a motion to adjourn the meeting. Chairman Jim Dazey adjourned the meeting at
8:49 A.M.
