BOARD OF PUBLIC WORKS AND SAFETY COUNCIL CHAMBERS AUGUST 23, 2022-8:30 A.M. Roll call was answered by: Mayor SuzAnne Handshoe, Chairman Jim Dazey, and Board Member Don Gura. Others present were: Steve Garbacz- KPC, Mark Schultz, Scott Derby, Wade Hale, Lance Waters, Brian Strange, Chad McKinley, Scott Mosley, David Dressler, Kristen Johnson, Cindy Marple, Bob Combs, and Katie Ritchie. Pledge of Allegiance The Pledge of Allegiance was recited by all in attendance. Minutes Board Member Don Gura made a motion to approve the Board of Works minutes from the August 9, 2022 meeting with a second from Mayor Handshoe. The motion passed 2 ayes – 0 nays. Petitions No petitions or comments were given. Mayor Recognition of Retirement Jeff Linthicum Street Superintendent Brian Strange announced that Jeff was unable to attend the meeting due to family health reasons. Chairman Jim Dazey requested the recognition could be done at a later time when Jeff could be present. Application for use of Public Facilities- Kendallville Lantern Parade Main Street Manager Kristen Johnson submitted an application for the use of public facilities for the Kendallville Lantern Parade that will be held on October 28, 2022 from 5:00 P.M. thru 8:00 P.M. The parade will be held from the CLC north on Riley to Mitchell, west to Main. South to Rush, and back north on Riley Street. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Application for use of Public Facilities- Trick or Treat on Main Street Main Street Manager Kristen Johnson submitted an application for the use of public facilities for trick or treating at downtown merchant locations. This event will be held on October 29, 2022 from 9:30 A.M. thru 11:30 A.M. on Main Street between Mitchell and Rush Streets. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Application for use of Public Facilities- Food Truck Friday The Young Professionals Network submitted an application for use of public facilities for Food Truck Friday that will be held on September 30, 2022 starting at 4:00 P.M. This will take place on Main Street from Rush to Williams Street. West Rush and the Pocket Park will also be closed off for attendees. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Engineering Drake Road Reconstruction Project- Phase 1: Status Report The Drake Road Reconstruction Project Phase 1 Status Report was presented to review. Drake Road Reconstruction Project- Phase 2: Status Report The Drake Road Reconstruction Project Phase 2 Status Report was presented to review. ADA Transition Plan Update Administrative Engineer Scott Derby presented the ADA Transition Plan update for the Boards review. This plan was updated from A&Z Engineering. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Administrative Engineer Scott Derby said that the parking lot project on South Orchard is almost finished. Contractors are planting trees, plants, and laying stone this week. Administrative Engineer Scott Derby said that construction for the first of two Community Crossing Projects are getting ready to start with the second one starting in the spring of 2023. Fire Request to pay FireCatt Precision Services Testing, Inc. Fire Chief Jeremy McKinley requested authorization to pay invoice #11204 to FireCatt in the amount of $5,367.25. This is for fire hose testing and will be paid from the General Fire Contractual account. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Police 2022 Apple Festival: Request for Roadway and Parking Restrictions Chief of Police Lance Waters presented a memorandum to request certain restrictions for certain streets and parking during the 2022 Apple Festival. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. WWTP Sewer Adjustment- 207 Harding Street The Tara Streb requested a sewer adjustment in the amount of $132.24 for the property at 207 Harding Street. WWTP Employee Trevor Hampshire verified that the leak did not go down a drain and recommended an adjustment be given. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. The July 2022 Financial Report was presented for review. The July Activity Report was presented for review. Water The July Revenue/Expense Report was presented for review. Change Order #1Water Tower Painting Superintendent Scott Mosley presented Change Order #1 for the 500,000 Gallon Double Eclipse Project. The change order has an increase of $9,800.00 bringing the total project to $200,540.00. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Motion to Adjourn Board Member Don Gura made a motion to adjourn the meeting.
