BOARD OF PUBLIC WORKS AND SAFETY COUNCIL CHAMBERS January 24, 2023-8:30 A.M. Roll call was answered by: Mayor SuzAnne Handshoe, Chairman Jim Dazey, and Board Member Don Gura. Others present were: Angie Handshoe, Scott Mosley, Kristen Johnson, Chad McKinley, Cindy Marple, Scott Derby, Brian Strange, Jeremy McKinley, and Katie Ritchie. Pledge of Allegiance The Pledge of Allegiance was recited by all in attendance. Minutes Board Member Don Gura made a motion to approve the Board of Works minutes from the January 10, 2023 meeting with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Petitions No petitions or comments were given. Mayor Add on- Set Date for Open Bids for Downtown Façade Construction Project Chairman Jim Dazey said that all the previous bids were rejected and new bids are set to be open on March 23, 2023 at 2P.M. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Engineering Drake Road Phase 2 PE- Invoice #21 Administrative Engineer Scott Derby requested authorization to pay pay request #21 to A&Z Engineering in the total amount of $11,273.05 (federal $9,018.44 & local $2,254.61). Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Award Guard Rail on Dowling Street Administrative Engineer Scott Derby requested authorization to award Specialties Company LLC the purchase of the guardrail in the amount of $3,500.00. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Renewal of Annual ArcGIS Software Subscription Administrative Engineer Scott Derby requested authorization to pay ESRI $4,000.00 for ArcGIS software that will be split up between various departments. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. POLICE Request Authorization to Pay Leatherman’s Body Shop Chief of Police Lance Waters requested authorization to pay Leatherman’s Body Shop in the amount of $5,043.57 for repairs to Commission 12. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 Request Approval of Lieutenant Positions Promotions Chief of Police Lance Waters requested the authorization to promote John Dixon to School Resource Officer Lieutenant and Nathaniel Stahl to Patrol Lieutenant. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Request Authorization to Renew the Annual INdigital Service Contract Chief of Police Lance Waters requested authorization to pay INdigital $7,907.99 for the annual support and maintenance for both 911 call stations. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. WWTP The December 2022 Financial Report was presented for review. The December 2022 Activity Report was presented for review. Water The December 2022 Revenue/Expense Report was presented for review. Meters and Electronic Transmitters Water Superintendent Scott Mosley requested authorization to purchase 36 Badger meters and 96 Orion Transmitters from Midwest Meter in the amount of $22,154.52. This will be split between Water and WWTp. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Motion to Adjourn Mayor SuzAnne Handshoe made a motion to adjourn the meeting. Chairman Jim Dazey adjourned the meeting at 8:39 A.M. _____________________________________ Kathren R.
