BOARD OF PUBLIC WORKS AND SAFETY COUNCIL CHAMBERS MARCH 28, 2023-8:30 A.M. Roll call was answered by: Mayor SuzAnne Handshoe, Chairman Jim Dazey, and Board Member Don Gura. Others present were: Jim Nixon, Dawn McGahen, Scott Mosley, Brian Strange, Pat Howell, Wade Hale, Lance Waters, Steve Garbacz- KPC, Chad McKinley, Robert Combs, Cindy Marple, Katie Ritchie, and Randy Sexton. Pledge of Allegiance The Pledge of Allegiance was recited by all in attendance. Minutes Board Member Don Gura made a motion to approve the Board of Works minutes from the March 14, 2023 meeting with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Board Member Don Gura made a motion to approve the Special Board of Works minutes from the March 23, 2023 meeting with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Petitions No petitions or comments were given. Mayor Application for Use of Public Facilities- Tree Commission’s Annual Tree Giveaway Jim Nixon submitted an application for the use of public facilities for the Tree Commission’s Annual Tree Giveaway that will take place on April 8, 2023 from 9:00 A.M. to 11:00 A.M. at the Pocket Park on Main Street. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Application for Use of Public Facilities- Walk for Life Life and Family Services submitted an application for use of public facilities for the Walk for Life on May 6, 2023 at 10:00 A.M. This is from Park Avenue, Diamond Street, to Moyer Street. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Add on- Contract Entering Mayor SuzAnne Handshoe requested authorization to enter into a contract with Wet Engineering, The City of Kendallville, and Kraft Heinz for a plan to the EPA. Board Member Don Gura made a motion to approve with a second from Chairman Jim Dazey. The motion passed 2 ayes – 0 nays. Add on- Opening Sick Time Donation Mayor SuzAnne Handshoe requested that sick time donations be opened up for a city employee. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Engineering Add on- A&Z Engineering Inspection Invoice Pay Request #1 Administrative Engineer Scott Derby requested authorization to pay pay request #1 to A&Z Engineering in the amount of $7,727.94 (Local $1,545.59 & Federal $6,182.35). Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Add on- A&Z Engineering Design & R/W Invoice Pay Request #22 Administrative Engineer Scott Derby requested authorization to pay pay request #22 to A&Z Engineering in the amount of $43,095.20 (Local 8,619.04 & Federal $34,476.16). Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Add on- A&Z Engineering Design & R/W Invoice Pay Request #23 Administrative Engineer Scott Derby requested authorization to pay pay request #23 to A&Z Engineering in the amount of $29,973.67 (Local $5,994.73 & Federal $23,978.94). Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Waterhouse Dredging Project Noble County Surveyor, Randy Sexton, requested authorization for a dredging plan for a drain project located between Round and Little Long Lake. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Mayor SuzAnne Handshoe asked that the neighbors be advised as to what is going on. Street Add on- Request to Purchase Dump Truck Street Superintendent Brian Strange requested authorization to purchase a 2000 International 4900 Dump Truck from Diehl Truck Sales for $14,000.00 This purchase will be made from account 2201055451.000. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. WWTP The February 2023 Financial Report was presented for review. The February 2023 Activity Report was presented for review. Request to Pay Wet Environmental Engineering The Wastewater Treatment Plant submitted authorization to pay invoice 10023-3 in the amount of $13,505.00 to Wet Environmental Engineering. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Plant Operator Position The Wastewater Treatment Plant requested authorization to open a plant operator position. Mayor SuzAnne Handshoe said she would like to table this request until Superintendent Schultz is back from medical leave. Board Member Don Gura made a motion to table the request with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Motion to Adjourn Board Member Don Gura made a motion to adjourn the meeting. Chairman Jim Dazey adjourned the meeting at 8:49 A.M. _____________________________________ Kathren R.
