BOARD OF PUBLIC WORKS AND SAFETY COUNCIL CHAMBERS MARCH 14, 2023-8:30 A.M. Roll call was answered by: Mayor SuzAnne Handshoe, Chairman Jim Dazey, and Board Member Don Gura. Others present were: Scott Mosley, Trevor Hampshire, Mark Schultz, Dawn McGahen, Steve Garbacz- KPC, Kristen Johnson, Scott Derby, Cindy Marple, Brian Strange, Lance Waters, Jeremy McKinley, and John Riemke. Pledge of Allegiance The Pledge of Allegiance was recited by all in attendance. Minutes Board Member Don Gura made a motion to approve the Board of Works minutes from the February 28, 2023 meeting with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Petitions No petitions or comments were given. Mayor Application for Use of Public Facilities- MYAC Skate Party Kristen Johnson submitted an application for the use of public facilities for the MYAC Skating Party that will take place on Saturday May 6, 2023 from 12:00 P.M. to 3 P.M. on Main Street between William and Rush Streets and West Rush to the alley. Johnson stated that each skater will have to sign a waiver of liability. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Application for Use of Public Facilities- Fairy, Gnome, and Troll Festival Kristen Johnson submitted an application for use of public facilities for the Fair, Gnome, and Troll Festival on Saturday May 20, 2023 from 8:00 A.M. to 3:00 P.M. on Main Street from Mitchell to Rush Streets and West Rush to the alley. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Application for Use if Public Facilities- Concert in the Pocket Park Kristen Johnson submitted an application for use of public facilities for a concert in the pocket park on Saturday June 17, 2023 from 5:00 P.M. to 9:00 P.M. in the pocket park and west Rush Street to the alley. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Engineering John Riemke asked the Board of Works if they would donate 4 to 6 street lights and poles to the Windmill Museum that the City has removed from Main Street. Board Member Don Gura made a motion to donate as many light poles that were needed with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Park Request to Hire Park Director Dawn McGahen requested authorization to hire Jason Meade as the KORC Manager. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Request to Purchase Lawnmowers and a Tractor Park Director Dawn McGahen requested authorization to purchase two John Deere mowers and one John Deere tractor. The mower cost with trade in is $17,923.72 and the tractor cost with the trade in $22,252.29. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. WWTP New Hire Recommendation Superintendent Mark Schultz requested authorization to hire Crystal Furlow to fill the vacant Lab Technician position at the WWTP. She will be starting on Wednesday March 15, 2023 with a starting wage of $19.50/ hour. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Additional Funds for Sewage Pump Superintendent Mark Schultz requested authorization to pay additional funds to Toric in the amount of $25,523.00. There was a previous approval for this pump from ARPA funds in the amount of $25,000.00. The increase for the pump will be paid from the improvement account. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Request to Pay Baker Tilly Superintendent Mark Schultz requested authorization to pay invoice BTMA18545 in the amount of $4,195.50 to Baker Tilly. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Administrative Fine Recommendation Superintendent Mark Schultz and Pretreatment Coordinator Trevor Hampshire submitted an administrative find recommendation for Kraft Heinz. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Sewer Adjustment Request/ 2512 Sawgrass Circle Christopher Conrad resident of 2512 Sawgrass Circle requested a sewer adjustment of $38.20 for water used to make a skating rink in their front yard. WWTP employee Trevor Hampshire verified that the water did not go down a drain and recommended an approval. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Sewer Adjustment Request/ 504 Wedgewood Place Mike and Pat Young resident of 504 Wedgewood Place requested a sewer adjustment of $7.64 for water used that did not go down a drain. A pipe burst in the home and water did not go down a drain. WWTP Employee Trevor Hampshire verified that the water did not go down a drain and recommended an approval for adjustment. Board Member Don Gura made a motion to approve with a second from Mayor SuzAnne Handshoe. The motion passed 2 ayes – 0 nays. Motion to Adjourn Board Member Don Gura made a motion to adjourn the meeting. Chairman Jim Dazey adjourned the meeting at 8:54 A.M. _____________________________________ Kathren R.
