BOARD OF PUBLIC WORKS AND SAFETY COUNCIL CHAMBERS APRIL 9, 2024-8:30 A.M. Roll call was answered by: Mayor Lance Waters and Chairman Don Gura. Board Member Tara Streb was absent. Others present were: Katie Ritchie, John Dixon, Patrick Howell, Scott Mosley, Sheryl Prentice- KPC, Joel Lash, Cindy Marple, Kristen Johnson, Dawn McGahen, Brian Strange, Scott Derby, and Jeremy McKinley. Pledge of Allegiance The Pledge of Allegiance was recited by all in attendance. Minutes Mayor Lance Waters made a motion to approve the Board of Works minutes from the March 22, 2024 meeting with a second from Chairman Don Gura. The motion passed 2 ayes – 0 nays. Petitions No petitions or comments were given. Mayor Application for Use of Public Facilities- Memorial Day Parade & Concert Joel Lash submitted an application for use of public facilities for a Memorial Day Parade and Concert in Founders Park. This event will take place on May 26, 2024 from 9:00 A.M. to 5:00 P.M. The parade will start at 2:00 P.M. from the CLC and go from Riley, left of Mitchell, to left on Main Street, and end at Diamond Street. There will be vendors on Main Street starting at 9:00 A.M. to 5:00 P.M. Mayor Lance Waters made a motion to approve the event pending the receipt of Lash’s certificate of liability insurance with a second from Chairman Don Gura. The motion passed 2 ayes – 0 nays. Clerk-Treasurer Water Line Loan Request Clerk Treasurer Katie Ritchie submitted a water line loan request from James Gardner, resident of 325 N. Summit Street. Gardner submitted two quotes and one rejection letter. The lowest quote for the scale of work was from Gehring Curb Appeal in the amount of $1,700.00. Mayor Lance Waters made a motion to approve a three year loan with 3% interest with a second Chairman Don Gura. This will be paid from the General Improvement Fund. The motion passed 2 ayes – 0 nays. Engineering Drake Road Phase 2- Construction Inspection (CE) Contract Approval Administrative Engineer Scott Derby submitted the Drake Road Phase 2 Construction Inspection Contract. Mayor Lance Waters made a motion to approve with a second from Chairman Don Gura. The motion passed 2 ayes- 0 nays. Change Order #2- Drake Road Phase 1 Administrative Engineer Scott Derby submitted a change order for Drake Road Phase 1 in the amount of +$4,150.00 for pipe removal. Mayor Lance Waters made a motion to approve with a second from Chairman Don Gura. The motion passed 2 ayes – 0 nays. Fire Request for Sick Time Donation- Joseph Inman Fire Chief Jeremy McKinley requested authorization to open sick time donations for Joe Inman. Inman is in need of one sick day. Mayor Lance Waters made a motion to approve with a second from Chairman Don Gura. The motion passed 2 ayes – 0 nays. Police Request to Pay Motorola, Inc. Chief of Police John Dixon requested authorization to pay Motorola Inc in the amount of $7,616.16. This will be paid from the LOIT Equipment Fund. Mayor Lance Waters made a motion to approve with a second from Chairman Don Gura. The motion passed 2 ayes – 0 nays. WWTP CF Environmental Laboratory Invoice Superintendent Patrick Howell requested authorization to pay CF Environmental Laboratory $4,439.00 for monthly laboratory and industrial testing. This will be paid from account 6201003618.010. Mayor Lance Waters made a motion to approve with a second from Chairman Don Gura. The motion passed 2 ayes – 0 nays. Mason Engineering Invoice Superintendent Patrick Howell requested authorization to pay Mason Engineering $6,777.00 for two air release valves at the Noble Hawk lift station. Mayor Lance Waters made a motion to approve with a second from Chairman Don Gura. The motion passed 2 ayes – 0 nays. John Deere 250 Trade In Superintendent Patrick Howell requested authorization to trade in the John Deere 250 Excavator for other equipment that would be more beneficial to the City. Thee trade in price would be $150,000.00 and we would get a lift for $36,000.00, trench boxes for $15,827.04, and a skid loader for $87,821.00. The rest of the amount would be left as a credit on the account. Mayor Lance Waters made a motion to approve with a second from Chairman Don Gura. The motion passed 2 ayes – 0 nays. Water Request to Purchase 4 Meters Superintendent Scott Mosley requested authorization to purchase four meters as replacements from Midwest Meters in the total amount of $9,775.070. This purchase will be split between Water and WWTP. Mayor Lance Waters made a motion to approve with a second from Chairman Don Gura. The motion passed 2 ayes – 0 nays. Motion to Adjourn Mayor Lance Waters made a motion to adjourn the meeting. Chairman Don Gura adjourned the meeting at 8:51 A.M. _____________________________________ Kathren R.
