BOARD OF PUBLIC WORKS AND SAFETY
COUNCIL CHAMBERS
AUGUST 13, 2024-8:30 A.M.
Roll call was answered at 8:30 A.M. by: Mayor Lance Waters, Chairman Don Gura, and Board Member Tara
Streb.
Others present were: Katie Ritchie, John Dixon, Scott Mosley, Scott Derby, Trevor Hampshire, Kristen Johnson,
Jeremy McKinley, Cindy Marple, Sheryl Prentice, and Brian Strange.

The Pledge of Allegiance was recited by all in attendance.
Minutes
Board Member Tara Streb made a motion to approve the Board of Works minutes from the July 23, 2024 meeting
with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.

Mayor
Application for Use of Public Facilities- Tanner Court Neighborhood Picnic
Katie Ritchie submitted an application for the use of public facilities at the Tanner Court cul de sac for a
neighborhood lunch on August 24, 2024 from 12:00 P.M. to 2:00 P.M. Board Member Tara Streb made a motion
to approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
Clerk
Request to Pay Strawser Brothers
Clerk Treasurer Katie Ritchie requested authorization to pay Pay App #2 to Strawser Brothers in the amount of
$125,685.00 for work done for the Preserving Main Street Façade Improvement Program. These funds will be
paid from OCRA once approved by the Board. Mayor Lance Waters made a motion to approve with a second
from Board Member Tara Streb. The motion passed 2 ayes – 0 nays.
Request to Pay Boyce
Clerk Treasurer Kate Ritchie requested authorization to pay invoice 110178 to Boyce in the amount of $4,398.02.
This is for envelopes for utility bills for the next year. This invoice will be paid evenly between Water and
Wastewater. Board Member Tara Streb made a motion to approve with a second from Mayor Lance Waters. The
motion passed 2 ayes – 0 nays.
Request to Pay Schenkel
Clerk Treasurer Katie Ritchie requested authorization to pay Pay Apps # 4 & 5 to Schenkel Construction in the
total amount of $44,051.00 for work done for the Preserving Main Street Façade Improvement Program. These
funds will be paid from OCRA once approved by the Board. Board Member Tara Streb made a motion to approve
with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
Engineering
Extension of Vacation Days
Administrative Engineer Scott Derby requested authorization to extend his remaining 40 hours of vacation to the
end of October 2024. Derby’s anniversary date for hire was August 11, 2024. Board Member Tara Streb made a
motion to approve the change order with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
Police
Police Officer Conditional Offer of Employment to Shane Hurt
Chief of Police John Dixon requested authorization to present Shane Hurt a conditional offer of employment
pending his acceptance into PERF and completing a psychological examination. Board Member Tara Streb made
a motion to approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
Dispatcher Conditional Offer of Employment to Timothy Phillips
Chief of Police John Dixon requested authorization to present Timothy Phillips a conditional offer of employment
pending completing a psychological examination. Board Member Tara Streb made a motion to approve with a
second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
IDACS Coordinator Job Descriptions/ Duties
Chief of Police John Dixon presented the Board with a IDACS Coordinator duties and responsibilities list and
requested that a $1,500.00 annual stipend be added to the 2025 budget for this position. Board Member Tara Streb
made a motion to approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
IDACS Coordinator Stipend to Jay Cheshier
Chief of Police John Dixon requested authorization appoint Jay Cheshier as the IDACS Coordinator. Jay will
receive the IDACS stipend starting in 2025. Mayor Lance Waters made a motion to approve with a second from
Board Member Tara Streb. The motion passed 2 ayes – 0 nays.
Administrative Assistant Job Descriptions/ Duties
Chief of Police John Dixon presented the Board with a list of job descriptions and duties for a Police
Administrative Assistant. Chief Dixon told the Board that a lot of Police Departments have a Police Clerk and
Administrative Assistant. Board Member Tara Streb made a motion to approve the position and duties with a
second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
Administrative Assistant Position
Chief of Police John Dixon requested authorization to move Tanya Evard to the Administrative Assistant
Position. Mayor Lance Waters made a motion to approve with a second from Board Member Tara Streb. The
motion passed 2 ayes – 0 nays.
Street
Request to Purchase Mower
Superintendent Brian Strange requested authorization to purchase a John Deere Z994R 60” mower in the amount
of $16,816.03. This was done through Sourcewell State Bid. Board Member Tara Streb made a motion to approve
with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
Request to Purchase Lift and Jacks
Superintendent Brian Strange requested authorization to purchase a lift and jacks from Advanced Auto in the
amount of $10,999.99. Board Member Tara Streb made a motion to approve with a second from Mayor Lance
Waters. The motion passed 2 ayes – 0 nays.
Wastewater
Mason Engineering Slide Gates
Superintendent Patrick Howell requested authorization to pay Mason Engineering in the amount of $46,777.00 to
install new slide gates for the influent chamber. This is a part of the EPA Compliance Plan and will be paid from
the 2024 Sewer BAN. Board Member Tara Streb made a motion to approve with a second from Mayor Lance
Waters. The motion passed 2 ayes – 0 nays.
S&K Raw Sewage Pump
Superintendent Patrick Howell requested authorization to have the raw sewage pump repaired by S&K Equipment
Company in the amount of $32,298.00. Employee Trevor Hampshire told the Board that going forward it will
probably be just as cheap to purchase a new pump as to have it replaced. Board Member Tara Streb made a
motion to approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
Open Collections Position
Superintendent Patrick Howell requested authorization to open a Plant Collections Position at WWTP. Board
Member Tara Streb made a motion to approve with a second from Mayor Lance Waters. The motion passed 2
ayes – 0 nays.
Water
Electronic Meter Transmitters
Superintendent Scott Mosley requested authorization to purchase electronic meter heads from Midwest Meter Inc.
in the amount of $33,046.56. This is for routine meter replacements and new meter installations. The money for
this purchase will be split between Water and WWTP. Mayor Lance Waters made a motion to approve with a
second from Board Member Tara Streb. The motion passed 2 ayes – 0 nays.
Motion to Adjourn
Board Member Tara Streb made a motion to adjourn the meeting. Chairman Don Gura adjourned the meeting at
8:48 A.M.
