BOARD OF PUBLIC WORKS AND SAFETY
COUNCIL CHAMBERS
February 11, 2025-8:30 A.M.
Roll call was answered by Mayor Lance Waters, Chairman Don Gura and Board Member Tara Streb
Others present were: Brandy Roberts, Scott Mosley, Jeremy McKinley, Pat Howell, Cindy Marple, Brian Strange,
John Dixon, Dawn McGahen, and Sheryl Prentice-KPC.
Pledge of Allegiance
The Pledge of Allegiance was recited by all in attendance.
Minutes
The minutes of the January 28, 2025 Board of Public Works and Safety meeting were presented for approval.
Board Member Tara Streb made a motion to approve the minutes with a second by Mayor Lance Waters. The
motion passed 2 ayes-0 nays.
Petitions
No petitions or comments were given.
Mayor
Application for use of public facilities-Princess Concert in the Park
Dawn McGahen submitted an application for the use of public facilities for the Princess Concert in the Park on
June 18, 2025 at 6:00 P.M. The event will take place on the West terraces of Bixler Lake Park. Board Member
Tara Streb made a motion to approve with a second by Mayor Lance Waters. The motion passed with 2 ayes-0
nays.
Application for use of public facilities-Fort Wayne Philharmonic Patriotic Pops and Fireworks
Dawn McGahen submitted an application for the use of public facilities for the Patriotic Pops and Fireworks on
July 4, 2025 at 5:00 P.M. The event will take place on the West Terraces of Bixler Lake Park. Mayor Lance
Waters made a motion to approve with a second by Board Member Tara Streb. The motion passed with 2 ayes-0
nays.
Application for use of public facilities-Ice Cream and Magic in the Park
Dawn McGahen submitted an application for the use of public facilities for an Ice Cream Truck and Magician in
the Park on May 14, 2025 at 6:00 P.M. The event will take place on the West Terraces of Bixler Lake Park. Board
Member Tara Streb made a motion to approve with a second by Mayor Lance Waters. The motion passed with 2
ayes-0 nays.
Application for use of public facilities-Great Lakes Water Cross Jet Ski Event
Dawn McGahen submitted an application for the use of public facilities for Jet Ski races on Bixler Lake July 25th,
26th, 27th, 2025. Setup will take place on Friday July 25th and races will be all day July 26th and 27th. Board
Member Tara Streb made a motion to approve with a second by Mayor Lance Waters. The motion passed with 2
ayes-0 nays
Application for use of public facilities-Armed Forces Endurance Run
Dawn McGahen submitted an application for the use of public facilities for the Armed Forces Endurance Run on
May 17th and 18th, 2025. The event will take place at the Lions Pavilion at Bixler Lake Campground. Mayor
Lance Waters made a motion to approve with a second by Board Member Tara Streb. The motion passed with 2
ayes-0 nays.
Application for use of public facilities-Easter Food Giveaway
Dawn McGahen submitted an application for the use of public facilities for an Easter Food Giveaway April 5th,
2025 from 9:00 A.M. to 12:00 P.M. The event will take place at Kendallville Outdoor Recreation Complex.
Board Member Tara Streb made a motion to approve with a second by Mayor Lance Waters. The motion passed
with 2 ayes-0 nays.
Fire-
Request to Hire
Fire Chief Jeremy McKinley requested authorization to offer conditional employment to Colin Harding, Aaron
Weidner, and Matthew Frick for open firefighter positions. Colin would be a lateral move from another fire
department. Aaron and Matthew would be contingent upon acceptance to the State Pension Board. Mayor Lance
Waters made a motion to approve with a second by Board Member Tara Streb. The motion passed with 2 ayes-0
nays.
Police-
Request open Sick Time Donation
Police Chief John Dixon requested authorization to open a sick time donation for Officer Shane Hurt. Officer
Hurt has been employed less than 90 days and needed (1) day to cover the abscence. Lt. Nathaniel Stahl offered to
donate the (1) day needed. Mayor Lance Waters made a motion to approve with a second by Board Member Tara
Streb. The motion passed with 2 ayes-0 nays.
WWTP
Sewer Adjustment-1119 Perkins St.
Steve Svara resident of 1119 Perkins Street requested a sewer adjustment of $458.40 for water that did not go
down a drain. WWTP employee Trevor Hampshire did verify that the water usage was due to a service line leak
and recommended the adjustment be given. Board Member Tara Streb made a motion to approve with a second
by Mayor Lance Waters. The motion passed with 2 ayes-0 nays.
Sewer Adjustment-1107 Town St.
Jeremy Ritchie resident of 1107 Town Street requested a sewer adjustment of $496.60 for water that did not go
down a drain. WWTP employee Trevor Hampshire did verify that the water usage was due to an unknown service
line leak and recommended the adjustment be given. Board Member Tara Streb made a motion to approve with a
second by Mayor Lance Waters. The motion passed with 2 ayes-0 nays.
Request to Pay Kammerer Fab Inc.
Superintendent Patrick Howell requested authorization to pay Kammerer Fab, Inc in the amount of $ 4,350.00.
This is to cover an open pit in our headworks building. Mayor Lance Waters made a motion to approve with a
second by Board Member Tara Streb. The motion passed with 2 ayes-0 nays.
Request to Pay S & K Equipment Company #1/Water Plant Lift Station
Superintendent Patrick Howell requested authorization to pay S & K Equipment in the amount of $ 8,050.00. This
is to replace a control panel at our water plant lift station. Board Member Tara Streb made a motion to approve
with a second by Mayor Lance Waters. The motion passed with 2 ayes-0 nays.
Request to Pay S & K Equipment Company #2/Brillhart Lift Station
Superintendent Patrick Howell requested authorization to pay S & K Equipment in the amount of $ 8,050.00. This
is to replace a control panel at our Brillhart Street lift station. Board Member Tara Streb made a motion to
approve with a second by Mayor Lance Waters. The motion passed with 2 ayes-0 nays.
Motion to Adjourn
Board Member Tara Streb made a motion to adjourn the meeting. Chairman Don Gura adjourned the meeting at
8:42 A.M.
