BOARD OF PUBLIC WORKS AND SAFETY
COUNCIL CHAMBERS
February 25 2025-8:30 A.M.
Roll call was answered by Mayor Lance Waters, Chairman Don Gura and Board Member Tara Streb
Others present were: Brandy Roberts, Scott Mosley, Jeremy McKinley, Scott Derby, Pat Howell, Cindy Marple,
Brian Strange, John Dixon, Dawn McGahen, Kristen Johnson and Sheryl Prentice-KPC.
Pledge of Allegiance
The Pledge of Allegiance was recited by all in attendance.
Minutes
The minutes of the February 11, 2025 Board of Public Works and Safety meeting were presented for approval.
Board Member Tara Streb made a motion to approve the minutes with a second by Mayor Lance Waters. The
motion passed 2 ayes-0 nays.
Petitions
Mayor Lance Waters gave commendations to the Kendallville Fire Department for their assistance during an
accident last week involving one of our police officers.

Application for use of public facilities-Fairy, Gnome & Troll Festival
Kristen Johnson submitted an application for the use of public facilities for the Fairy, Gnome & Troll Festival on
May 17, 2025 from 10:00 A.M. to 2:00 P.M. The event will take place on Main St from Mitchell Street to
Automasters and side streets to the alley. The roads will be closed from 8:00 A.M. to 3:00 P.M. Board Member
Tara Streb made a motion to approve with a second by Mayor Lance Waters. The motion passed with 2 ayes-0
nays.
Application for use of public facilities-Anniversary Celebration
Kristen Johnson submitted an application for the use of public facilities for an Anniversary Celebration on June
21st and June 22nd, 2025 at 6:00 P.M. to 8:00 P.M. The event will take place at Founder’s Park. Board Member
Tara Streb made a motion to approve with a second by Mayor Lance Waters. The motion passed with 2 ayes-0
nays.
Application for use of public facilities-Annual Downtown Classic Car Show
Kristen Johnson submitted an application for the use of public facilities for the Annual Downton Car Show on
September 6, 2025 at 12:00 P.M. to 5:00 P.M. The event will take place on Main Street from Mitchell Street to
Diamond Street and to the first blocks of Williams and Rush Streets. The roads will be closed from 7:30 A.M. to
6:00 P.M. Board Member Tara Streb made a motion to approve with a second by Mayor Lance Waters. The
motion passed with 2 ayes-0 nays.
Application for use of public facilities-Main Street Trick or Treat
Kristen Johnson submitted an application for the use of public facilities for Trick or Treat on Main on October
25th, 2025 from 10:00 A.M. to 11:00 A.M. The event will take place at local businesses from Mitchell Street to
Rush Street. The roads will be closed from 9:00 A.M. to 11:30 A.M. Board Member Tara Streb made a motion to
approve with a second by Mayor Lance Waters. The motion passed with 2 ayes-0 nays
Application for use of public facilities-Lantern Parade
Kristen Johnson submitted an application for the use of public facilities for the Lantern Parade on October 25th,
2025 from 8:00 P.M. to 9:00 P.M. The event will take place starting at the CLC on Riley Street down to Mitchell
Street, down Main Street to Rush Street and back to the CLC. The roads will be closed from 6:30 P. M. to 9:00
P.M. Board Member Tara Streb made a motion to approve with a second by Mayor Lance Waters. The motion
passed with 2 ayes-0 nays
Clerk-
Request to pay-Martin Riley
Clerk Treasurer Katie Ritchie requested authorization to pay invoice 9455 to Martin Riley in the amount of
$5,896.29. This is for the cost of engineering for the Kendallville Building Facade Improvements Program. Board
Member Tara Streb made a motion to approve with a second by Mayor Lance Waters. The motion passed with 2
ayes-0 nays
Engineering-
Installation of Flock Camera
Administrative Engineer Scott Derby requested authorization to install a FLOCK solar powered automatic license
plate reader camera on South Main Street. This is in coordination with the Noble County Prosecutor’s Office.
Board Member Tara Streb made a motion to approve with a second by Mayor Lance Waters. The motion passed
with 2 ayes-0 nays
Annual Traffic Control Sign Update-Part 1 Signs
Administrative Engineer Scott Derby requested authorization to purchase signs from Osburn Associates in the
amount of $ 1,105.48. Board Member Tara Streb made a motion to approve with a second by Mayor Lance
Waters. The motion passed with 2 ayes-0 nays
Annual Traffic Control Sign Update-Part 2 Posts
Administrative Engineer Scott Derby requested authorization to purchase posts from Newman Signs in the
amount of $ 862.56. Board Member Tara Streb made a motion to approve with a second by Mayor Lance Waters.
The motion passed with 2 ayes-0 nays
Park-
Request to open Park Position
Park Director Dawn McGahen requested authorization to open the Office Manager position. The current office
manager, Susan Crosby, will be retiring in July 2025. Mayor Lance Waters made a motion to approve with a
second by Board Member Tara Streb. The motion passed with 2 ayes-0 nays.
WWTP-
The January 2025 Financials were presented for review.
Sewer Adjustment-1010 Town St
Arnold Gibson, resident of 1010 Town Street, requested a sewer adjustment of $236.84 for water that did not go
down a drain. WWTP employee Trevor Hampshire did verify that the water usage was due to a burst pipe in his
crawl space and recommended the adjustment be given. Board Member Tara Streb made a motion to approve with
a second by Mayor Lance Waters. The motion passed with 2 ayes-0 nays.
Water-
The January 2025 Revenue/Expense report was presented for review.
Motion to Adjourn
Board Member Tara Streb made a motion to adjourn the meeting. Chairman Don Gura adjourned the meeting at
8:43 A.M.
