BOARD OF PUBLIC WORKS AND SAFETY COUNCIL CHAMBERS MARCH 11, 2025-8:30 A.M. Roll call was answered at 8:30 A.M. by: Mayor Lance Waters, Chairman Don Gura, and Board Member Tara Streb. Others present were: Katie Ritchie, Scott Derby, Scott Mosley, Tanya Evard, Patrick Howell, Brian Strange, John Dixon, April Tackett, Jeremy McKinley, and Cindy Marple. Pledge of Allegiance The Pledge of Allegiance was recited by all in attendance. Minutes Board Member Tara Streb made a motion to approve the Board of Works minutes from the February 25, 2025 meeting with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays. Petitions No petitions or comments were given. Fire Wage Adjustment- Sibert Fire Chief Jeremy McKinley requested authorization to give Fire Fighter Nicholas Sibert a wage adjustment of $500.00 effective March 11, 2025. Sibert has successfully completed his fourth and final evaluation and is eligible for the adjustment. Mayor Lance Waters made a motion to approve with a second from Board Member Tara Streb. The motion passed 2 ayes – 0 nays. Police Reassignment of Office Kline Chief of Police John Dixon requested a wage adjustment for Patrol Officer Robert Kline. Kline has been reassigned from School Resource Officer to Patrol Officer effective March 5, 2025. Kline will move from 2080 hours to 1950 hours annually. This move is eligible for a pay increase from $32.70/hour to $32.81/hour. Board Member Tara Streb made a motion to approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays. Wastewater Baker Tilly Invoice Superintendent Patrick Howell requested authorization to pay invoice BTMA31456 to Baker Tilly in the amount of $8,000.00. This is for ongoing accounting support and will be paid from account 6201008632.000. Board Member Tara Streb made a motion to approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays. Water Contract with Baker Tilly Superintendent Scott Mosley requested authorization to enter into a contract with Baker Tilly for assistance to prepare financial documents for a water rate study, asset management plan, and a bond issuance project. This will coincide with a grant that is coming from the state to help residents with mandated service line replacements. The Contract with Baker Tilly will not exceed $115,500.00 and will be billed over the next couple of years. Board Member Tara Streb made a motion to approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays Request to Open Position Superintendent Scott Mosley requested authorization to open a full-time position for Distribution Operator. Taulbee Thacker will be retiring from this position effective May 2, 2025 however his last working day is Friday March 14, 2025. The position will be opened internally first and then to the public if necessary. Board Member Tara Streb made a motion to approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays. Motion to Adjourn Board Member Tara Streb made a motion to adjourn the meeting.
