Roll call was answered at 8:30 A.M. by: Mayor Lance Waters, Board Member Tara Streb. Chairman Don Gura
was absent.
Others present were: Katie Ritchie, Scott Derby, Jeremy McKinley, Patrick Howell, Brian Strange, Kevin
Dressler, Sam Phipps, Cindy Marple, and John Dixon.
Pledge of Allegiance
The Pledge of Allegiance was recited by all in attendance.
Minutes
Mayor Lance Waters made a motion to approve the Board of Works minutes from May 26, 2026, meeting with a
second from Board Member Tara Streb. The motion passed 2 ayes – 0 nays.
Petitions & Comments
Mayor Lance Waters thanked the Street, Police, and Fire Departments for their help making the Final Friday
event a success.
Mayor
KRI Inc. Request to Waive Fees
KRI Inc. President, Bob Marshall, requested the waiver of demolition permits and associated fees for 311 N. Main
Street, 120 E. Wayne Street, and 114 East High Street. Board Member Tara Streb made a motion to waive the
demolition permit fees for the addresses with a second from Mayor Lance Waters. The associated fees were not
included as there are no definitive amounts that are known. The motion passed 2 ayes – 0 nays.
Application For the Use of Public Facilities- Young Makers Market
Sam Phipps submitted an application for the use of public facilities for the Young Makers Market event that will
be held on Saturday July 11, 2026, at 12:00 P.M.- 3:00 P.M. This will require a road closure on Main Street
between Mitchell and William Streets from 10:00 A.M. to 4:00 P.M. Board Member Tara Streb made a motion to
approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
Application For the Use of Public Facilities- Knoll Ridge Block Party/ Add On
Tyler Minnich submitted an application for the use of public facilities for the Knoll Ridge Block Party event that
will take place on July 4, 2026, from 12:00 P.M. to 11:00 P.M. on Knoll Ridge Blvd. This event will require
Knoll Ridge Blvd. to be closed. Mayor Lance Waters made a motion to approve with a second from Board
Member Tara Streb. The motion passed 2 ayes – 0 nays.
Engineering
Request for Extension of Municipal Solid Waste and Recyclable Materials Contract
Administrative Engineer Scott Derby requested authorization to extend the 2026 bid into 2027 with Noble County
Disposal. This extension will come with a 3.8% increase which is in conjunction with the Consumer Price Index
that was issued in May 2026. Derby told the Board that if and when the increase is approved, he will submit the
offer to Noble County Disposal for their acceptance. Board Member Tara Streb made a motion to approve with a
second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
Award Miscellaneous Concrete Work- June 2026
Administrative Engineer Scott Derby requested authorization to award Laughlin Construction with the
miscellaneous concrete work June 2026 bid. Laughlin Construction had the lowest quote of $13,282.90. This
work will be paid for by the Community Development Fund under sidewalks. Board Member Tara Streb made a
motion to award with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
Drake Road Phase 2 Inspection- Pay Request 14
Administrative Engineer Scott Derby requested authorization to pay request #14 to A&Z Engineering in the
amount of $52,155.50 (Local- $10,431.10 & Federal -$41,724.40). Mayor Lance Waters made a motion to
approve with a second from Board Member Tara Streb. The motion passed 2 ayes – 0 nays.
WWTP
Amendment to Service Agreement/ Wessler Engineering
Superintendent Patrick Howell requested authorization to extend the engineering contract with Wessler for the
remainder of 2026. This price will not exceed $10,000.00. Mayor Lance Waters made a motion to approve with a
second from Board Member Tara Streb. The motion passed 2 ayes – 0 nays.
Request for the Lining of Sewer Lines
Superintendent Patrick Howell requested authorization to pay Inliner $114,458.00 for lining of the sewer line at
South Morton, North Morton, Simon Street, and Crescent Avenue. Howell also requested authorization to pay
Advance Rehabilitation Technology $17,225.00 for the manholes within the lining. Board Member Tara Streb
made a motion to approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
Request to Pay Element for Testing
Superintendent Patrick Howell requested authorization to pay Element $9,856.00 for two industrial tests. Mayor
Lance Waters made a motion to approve with a second from Board Member Tara Streb. The motion passed 2 ayes
– 0 nays.
Other Discussion
Mayor’s Assistant, Cindy Marple, told the Board that Jenna Anderson requested verbal authorization to extend the
car show from Rush Street down to the Breakfast House once they close on Saturday September 12, 2026. Board
Member Tara Streb made a motion to approve the extension with a second from Mayor Lance Waters. The
motion passed 2 ayes – 0 nays.
Motion to Adjourn
Mayor Lance Waters made a motion to adjourn the meeting. Board Member Tara Streb adjourned the meeting at
8:41 A.M.
