The Common Council of the City of Kendallville met in regular session Tuesday July 6, 2021 at 7:00 P.M.
Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey
Boese, Council Member Jim Dazey, Attorney Doug Atz, Council Member Amy Ballard. MYAC Member Darby
Johnson was absent.
Others present were: Katie Ritchie, Dawn McGahen, Patrice Abbee, Steve Garbacz- KPC, Jeremy McKinley,
Nate Stahl, Scott Derby, Brian Recker- AEP, Christie Fischer- Hendrickson, JK Samuelson- Hendrickson,
Melanie Kellogg- R3A, and Laura Champion- I&M.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the June 15, 2021 Common Council meeting were presented for review. Council Member Jim
Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 5 ayes
– 0 nays.
PETITIONS OR COMMENTS
No petitions or comments were given.
MAYOR
Resolution #1080/ Tax Abatement- Hendrickson
Council Member Jim Dazey requested the reading of Resolution #1080 in its entirety. Attorney Doug Atz read
Resolution #1080 in its entirety. Council Member Jim Dazey made a motion to approve with a second from
Council Member Regan Ford. The motion passed 5 ayes – 0 nays.
Resolution #1081/ Tax Abatement- Mahoney Foundries
Council Member Jim Dazey requested the reading of Resolution #1081 in its entirety. Attorney Doug Atz read
Resolution #1081 in its entirety. Council Member Jim Dazey made a motion to approve with a second from
Council Member Shari Targgart. The motion passed 5 ayes – 0 nays.
AEP Kendallville Improvements
Indiana Michigan Power’s Project Outreach Specialist, Brian Recker, approached the Council to give a brief
description of the Kendallville Area Improvement Project that is set to be completed by late 2023.
The May 2021 Humane Society Report was presented for review.
PARK
The June 14, 2021 minutes were presented for review.
OLD BUSINESS
General Ordinance #1236/ Water, Sewers, and Sewage Disposal- 2nd Reading
Council Member Jim Dazey made a motion to suspend the rules of reading the entire ordinance in second reading
considering the length of the ordinance and was seconded by Council Member Regan Ford. The motion passed 5
ayes – 0 nays.
Council Member Jim Dazey requested the reading of General Ordinance #1236 in title only. Attorney Doug Atz
read General Ordinance #1236 in title only. Council Member Jim Dazey made a motion to approve with a second
from Council Member Shari Targgart. The motion passed 5 ayes – 0 nays.
ALLOWENCE OF BILLS AND CLAIMS
Council Member Jim Dazey presented bills and claim numbers 68641 through 68777 for $1,176,052.07 for
approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council
Member Amy Ballard. The motion passed 4 ayes-0 nays.
MOTION TO ADJOURN
Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the
meeting at 7:25 P.M.
