COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL AUGUST 3, 2021 -7:00 P.M. A public hearing was given for additional appropriations. Clerk Treasurer Katie Ritchie announced that an additional appropriation is needed out of the general fund in the amount of $470,000.00 and $106.025 from CEDIT. The expenditures out of the general fund are needed to pay for the City wide trash contract for the 2021 year and the City was given more money from CEDIT that was originally estimated. No further comments or questions were given from the audience. The Common Council of the City of Kendallville met in regular session Tuesday August 3, 2021 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Doug Atz, and Council Member Amy Ballard. MYAC Member Darby Johnson was absent. Others present were: Katie Ritchie, Dawn McGahen, Patrice Abbee, Steve Garbacz- KPC, Jeremy McKinley, Ron Witham, Chris Smith & family, Todd & Sheryl Hanes, Steve Trowbridge, Dave Lange, Eric Kennedy, Scott Derby, and Diane Peachey. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the July 20, 2021 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Corey Boese. The motion passed 5 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR Mayor SuzAnne Handshoe recognized Fire Fighter Chris Smith with his retirement plaque. Chris has been with the City for 28 years and will continue to stay on the team as a part time Fire Fighter. Mayor SuzAnne Handshoe announced her appointment for the RDC Board will be Carla Lowe. Clerk-Treasurer Resolution #1083/ Additional Appropriations Council Member Jim Dazey requested the reading of Resolution #1083/ Additional Appropriations in its entirety. Attorney Doug Atz read Resolution #1083 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 5 ayes – 0 nays. Police The June Police Report was presented for review. OLD BUSINESS General Ordinance #1238/ R-2, One and Two Family to C-2A, General (400 Block Weston) 1st Reading Council Member Jim Dazey asked City Building Inspector/ BZA/ Plan Commission Member Dave Lange to approach the Council. Mr. Dazey asked Dave Lange why this property needed to be zoned Commercial when it is in a park. Dave Lange responded with announcing that there currently is no recreational zoning for any of the park land. Dave Lange told the Council they could send this resolution back to Plan Commission for amendment and have it state Commercial specific to a skate park or they could rezone all the park land to be recreational which could take up to a year. Council Member Jim Dazey said that he doesn’t feel comfortable bringing this ordinance to the table at this time with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. General Ordinance #1239/ 1-2, General to A Agricultural (2000 West North Street) Council Member Jim Dazey requested the reading of General Ordinance 1239/ Rezoning read in title only since the address is in the description. Attorney Doug Atz read General Ordinance #1239 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. ALLOWENCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 68928 through 69032 for $8,810,047.01 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy Ballard. The motion passed 5 ayes-0 nays. MOTION TO ADJOURN Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the meeting at 7:53 P.M. ________________________________________________ Kathren R.
