COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL AUGUST 17, 2021 -7:00 P.M. A public hearing for Non-compliance Tax Abatement took place for Ashley Industrial Molding. The Common Council of the City of Kendallville met in regular session Tuesday August 17, 2021 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Jim Dazey, Attorney Doug Atz, Council Member Shari Targgart, and Council Member Amy Ballard. Council Member Corey Boese and MYAC Member Darby Johnson were absent. Others present were: Katie Ritchie, Dennis Narkter, Kevin Jansen, Dawn McGahen, Lynn & Deanna Spidel, Lance Waters, Scott Derby, Diana Peachey, Jeremy McKinley, Mark Sorierf- AIM, Matt Brinkman- R3A, Micah Hicks, Loukiss Norton, Dradyn Leish, Jakob Frank, Braden Wentworth, Trenton Dean, John O’Connor, Aiden Bitzel, Chase Bitzel, Zylor Hammond, Chris Streb, and Ron Witham. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the August 3, 2021 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 4 ayes – 0 nays. PETITIONS OR COMMENTS Chief of Police Lance Waters announced that the unusual crimes that have recently taken place in Kendallville are not trending. Chief Waters explained these are random acts of violence from people that are not from this community and the City of Kendallville is still a safe place to live. MAYOR Resolution #1082/ Non-compliance Tax Abatement- Ashley Industrial Molding Council Member Jim Dazey requested the reading of Resolution #1082 in its entirety. Attorney Doug Atz read Resolution #1082 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 4 ayes – 0 nays. Noble Trails Noble Trails Treasurer , Deanna Spidel, approached the Council and asked for a $10,000.00 donation for help with a grant match. Noble Trails is needing to raise $30,000.00 for a grant match they have coming up in the near future. Mayor SuzAnne Handshoe mentioned that she had talked to the finance committee and Clerk Treasurer Katie Ritchie about the request and the money could be taken from the CDBG fund. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays. The July 1, 2021 Aviation minutes were presented for review. City Wide Garage Sales Council Member Jim Dazey made a motion to approve September 3rd, 4th, and 5th for the community wide garage sale days over Labor Day weekend with a second from Council Member Regan Ford. It was mentioned that it would be more beneficial for city wide garage sales to be from Thursday September 2nd through Monday September 6th. Council Member Jim Dazey withdrew his previous motion along with a second from Council Member Regan Ford. The motion passed 4 ayes – 0 nays. Council Member Jim Dazey made a motion to approve City Wide Garage Sale Days from Thursday September 2nd through Monday September 6th with a second from Council Member Shari Targgart. The motion passed 4 ayes – 0 nays. RDC Appointment Council President Jim Dazey said that he would like to appoint Jim Jarrett to the RDC Board. Jim is a long time citizen of Kendallville who has a passion to serve and see the City prosper. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 4 ayes – 0 nays. POLICE The July Police Report was presented for review. OLD BUSINESS General Ordinance #1238/ R-2, One and Two Family to C-2A, General (400 Block Weston) 1st Reading Council Member Jim Dazey requested the reading of General Ordinance #1238 in title only. Attorney Doug Atz read General Ordinance #1238 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. Council Member Jim Dazey said that the Council would like to send this ordinance back to the Plan Commission to add a paragraph into the Resolution that states this zoning is exclusively for a skate park. The motion passed 4 ayes – 0 nays. General Ordinance #1239/ 1-2, General to A-Agricultural (2000 Block West North Street) 3rd Reading Council Member Jim Dazey requested the reading of General Ordinance #1239 in title only. Attorney Doug Atz read General Ordinance #1239 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays. ALLOWENCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 69033 through 69148 for $887,693.06 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy Ballard. The motion passed 4 ayes-0 nays. MOTION TO ADJOURN Council Member Jim Dazey made a motion to adjourn the meeting.
