SEPTEMBER 7, 2021 -7:00 P.M.
The Common Council of the City of Kendallville met in regular session Tuesday September 7, 2021 at 7:00 P.M.
Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey
Boese, Council Member Jim Dazey, Attorney Doug Atz, Council Member Shari Targgart, and Council Member
Amy Ballard. MYAC Member Darby Johnson was absent.
Others present were: Katie Ritchie, Steve Garbacz- KPC, Jeremy McKinley, Lance Waters, and Don & Wife
Thompson.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the August 17, 2021 Common Council meeting were presented for review. Council Member Jim
Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 5 ayes
– 0 nays.
PETITIONS OR COMMENTS
No petitions or comments were given.
MAYOR
Outstanding Citizen Award- Don Thompson
Mayor SuzAnne Handshoe recognized Kendallville citizen Don Thompson with an Outstanding Citizen Award
with his help in assisting the robbery that recently took place at Three Rivers Federal Credit Union in
Kendallville. Council Member Amy Ballard and the Chief of Police also personally thanked Thompson for his
efforts in helping that day.
Trick or Treat hours
Council Member Jim Dazey made a motion to approve the trick or treat hours be set for Saturday October 30,
2021 from 5:00 P.M. through 7:00 P.M. for the City of Kendallville with a second from Council Member Regan
Ford. The motion passed 5 ayes – 0 nays.
CLERK-TREASURER
2021 Title VI Implementation Plan
Clerk Treasurer Katie Ritchie presented the 2021 Title VI Implementation Plan that was prepared by J.P.R. for the
City of Kendallville. Council Member Jim Dazey made a motion to approve with a second from Council Member
Amy Ballard. The motion passed 5 ayes – 0 nays.
FIRE
The July Fire Report was presented for review.
PARK
The August 9, 2021 minutes were presented for review.
NEW BUSINESS
Special Ordinance #1574/ 2022 Salary- 1st Reading
Council Member Jim Dazey requested the reading of Special Ordinance #1574 in title only. Attorney Doug Atz
read Special Ordinance #1574 in title only. Council Member Jim Dazey made a motion to approve with a second
from Council Member Regan Ford. The motion passed 5 ayes – 0 nays.
Special Ordinance #1575/ 2022 Budget- 1st Reading
Council Member Jim Dazey requested the reading of Special Ordinance #1575 in title only. Attorney Doug Atz
read Special Ordinance #1575 in title only. Mayor SuzAnne Handshoe gave a brief summary over the proposed
2022 budget. Council Member Jim Dazey made a motion to approve with a second from Council Member Shari
Targgart. The motion passed 5 ayes – 0 nays.
ALLOWANCE OF BILLS AND CLAIMS
Council Member Jim Dazey presented bills and claim numbers 69149 through 69328 for $1,594,603.45 for
approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council
Member Amy Ballard. The motion passed 5 ayes-0 nays.
MOTION TO ADJOURN
Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the
meeting at 7:15 P.M.
