COUNCIL CHAMBERS-CITY HALL
SEPTEMBER 21, 2021 -7:00 P.M.
Public Hearing/ 2022 Budget- Mayor SuzAnne Handshoe gave a brief description of expenditures that
built the 2022 budget and no petitions or comments from the public were given.
Public Hearing/ Additional Appropriation/ ARP- Clerk Treasurer Katie Ritchie gave a brief explanation
as to why an additional appropriation is needed for the ARP Fund. No petitions or comments from the
public were given.
The Common Council of the City of Kendallville met in regular session Tuesday September 21, 2021 at 7:05
P.M.
Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey
Boese, Council Member Jim Dazey, Attorney Doug Atz, and Council Member Amy Ballard. Council Member
Shari Targgart and MYAC Member Darby Johnson were absent.
Others present were: Cathy Berry, Christopher Streb, Ron Witham, Diane Peachey, Brian Strange, Lance Waters,
Dawn McGahen, Ryan Alwine, Katie Ritchie, Scott Derby, and Jeremy McKinley.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the September 7, 2021 Common Council meeting were presented for review. Council Member Jim
Dazey made a motion to approve with a second from Council Member Corey Boese. The motion passed 4 ayes –
0 nays.
PETITIONS OR COMMENTS
No petitions or comments were given.
MAYOR
The August 2021 Aviation minutes were presented for review.
CLERK-TREASURER
Resolution #1084/ Additional Appropriation- ARP Fund
Council Member Jim Dazey requested the reading on Resolution #1084 in its entirety. Attorney Doug Atz read
Resolution #1084 in its entirety. Council Member Jim Dazey made a motion to approve with a second from
Council Member Regan Ford. The motion passed 4 ayes – 0 nays.
FIRE
The August Fire Report was presented for review.
PARK
The September 13, 2021 minutes were presented for review.
POLICE
The August Police Report was presented for review.
OLD BUSINESS
Special Ordinance #1574/ 2022 Salary- 2nd Reading
Council Member Jim Dazey requested the reading of Special Ordinance #1574 in its entirety. Attorney Doug Atz
and Mayor SuzAnne Handshoe read Special Ordinance #1574 in its entirety. Council Member Jim Dazey made a
motion to approve with a second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays.
Special Ordinance #1575/ 2022 Budget- 2nd Reading
Council Member Jim Dazey requested the reading of Special Ordinance #1575 in its entirety. Attorney Doug Atz
read Special Ordinance #1575 in its entirety. Council Member Jim Dazey made a motion to approve with a
second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays.
General Ordinance #1238/ R-2, One and Two Family to C-2A, General (400 Block Weston) – 2nd Reading
Council Member Jim Dazey requested the reading of General Ordinance #1238 and made a motion to suspend the
rules of reading the ordinance in its entirety since the address is in the description and asked that Attorney Atz
read the newly added paragraph making this zoning exclusively to a skate park with a second from Council
Member Amy Ballard. The motion passed 4 ayes – 0 nays.
Attorney Doug Atz read General Ordinance #1238 in title only and the requested paragraph. Council Member Jim
Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 4 ayes – 0
nays.
ALLOWENCE OF BILLS AND CLAIMS
Council Member Jim Dazey presented bills and claim numbers 69329 through 69424 for $511,830.93 for
approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council
Member Amy Ballard. The motion passed 4 ayes-0 nays.
MOTION TO ADJOURN
Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the
meeting at 7:54 P.M.
