COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL MARCH 7, 2023 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday March 7, 2023 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Council Member Shari Targgart, and Council Member Amy Ballard. Attorney Doug Atz and MYAC Member TJ Knox were absent. Others present were: Katie Ritchie, Tara Streb, Steve Garbacz- KPC, Sharon Montoya, Scott Derby, Jeremy McKinley, Lance Waters, Brian Strange, and Jim Nixon. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the February 21, 2023 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Corey Boese. The motion passed 5 ayes – 0 nays. PETITIONS OR COMMENTS Chief of Police Lance Waters thanked the Street Department for all their hard work in plowing the streets during the last snow storm. MAYOR The EDAC Report was presented for review. The EDAC Agreement Council President Jim Dazey made a motion to approve and accept the EDAC agreement between the City through its EDAC Committee and the Chamber of Commerce with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. The January Humane Shelter Report was presented for review. The February Aviation minutes were presented for review. CLERK-TREASURER Resolution #1106 Council President Jim Dazey requested the reading of Resolution #1106 in its entirety. Mayor SuzAnne Handshoe read Resolution #1106 in its entirety. Council President Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays. POLICE The January 2023 Police Report was presented for review. OLD BUSINESS General Ordinance #1256/ Tree Ordinance – 3rd Reading Council President Jim Dazey requested the reading of General Ordinance #1256 in title only. Mayor SuzAnne Handshoe read General Ordinance 1256 in title only. Council President Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. ALLOWANCE OF BILLS AND CLAIMS Council President Jim Dazey presented bills and claim numbers 73405 through 73493 for $634,330.01 for approval. Council President Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy Ballard. The motion passed 5 ayes-0 nays. MOTION TO ADJOURN Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the meeting at 7:08 P.M. ________________________________________ Kathren R.
