FEBRUARY 21, 2023 -7:00 P.M.
The Common Council of the City of Kendallville met in regular session Tuesday February 21, 2023 at 7:00 P.M.
Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey
Boese, Council Member Jim Dazey, Attorney Jacob Atz, Council Member Shari Targgart, and Council Member
Amy Ballard. MYAC Member TJ Knox was absent.
Others present were: Katie Ritchie, Mike Bodenhafer, Andy Foster, Joe & Nancy Taylor, Jerry & Diann
Steinbarger, Scott Derby, Steve Garbacz- KPC, Kevin & Misty Pegan, Eric Kennedy & Spouse, Eric Hesher,
Doug Davis, Nate Stahl, John Dixon, Brody Fretz, Jeremy McKinley, Angie Handshoe, Mark Yeager, and Lucas
Pant.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the February 7, 2023 Common Council meeting were presented for review. Council Member Jim
Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 5 ayes
– 0 nays.
PETITIONS OR COMMENTS
No petitions or comments were given.
MAYOR
Recognition of Police Officer of the Year 2022
Mayor SuzAnne Handshoe presented Officer Kevin Pegan a plaque for being nominated Police Officer of the
Year for 2022.
Recognition of Firefighter of the Year 2022
Mayor SuzAnne Handshoe presented Firefighter Eric Kennedy a plaque for being nominated Firefighter of the
Year for 2022.
The January 4, 2023 Aviation minutes were presented for review.
The Humane Society Report was presented for review.
KLDC Year-End Report- KLDC Member Jerry Steinbarger gave a brief description of the 2022 year-end KLDC
Financial Report.
Inspiration Ministries Grant Discussion
Andy Foster from Inspiration Ministries approached the Council and asked for the Council to donate some of its
restricted opioid funds to their grant to help fight opioid addictions in our community. Foster stated that he had to
submit the grant to the state on Tuesday February 28, 2023. Council President Jim Dazey made a motion to give
Mayor SuzAnne Handshoe or Clerk Treasurer Katie Ritchie authorization to release funds for the grant with a
second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays.
Council President Jim Dazey made a motion to let the finance committee decide how much grant money should
be given with a second from Council Member Regan Ford. Council Member Ford mentioned that he can
sympathize with this ministry from experiences that he had with a loved one. The motion passed 5 ayes – 0 nays.
ENGINEERING
The 1-Year Solar Production Report
Eric Hesher from RES gave a brief discussion on the 1 Year Solar Report that was presented for review.
FIRE
The January 2023 Report was presented for review.
PARK
The February 2023 Park Board minutes were presented for review.
OLD BUSINESS
General Ordinance #1256/ Tree Ordinance – 2nd Reading
Council President Jim Dazey requested the reading of General Ordinance #1256 in its entirety. Attorney Jacob
Atz read General Ordinance 1256 in its entirety. Council President Jim Dazey made a motion to approve with a
second from Council Member Shari Targgart. The motion passed 5 ayes – 0 nays.
ALLOWANCE OF BILLS AND CLAIMS
Council President Jim Dazey presented bills and claim numbers 73312 through 73404 for $715,754.61 for
approval. Council President Jim Dazey made a motion to approve the bills and claims with a second by Council
Member Amy Ballard. The motion passed 5 ayes-0 nays.
MOTION TO ADJOURN
Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the
meeting at 7:59 P.M.
