COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL FEBRUARY 7, 2023 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday February 7, 2023 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Jacob Atz, Council Member Shari Targgart, Council Member Amy Ballard, and MYAC Member T.J. Knox. Others present were: Katie Ritchie, Lance & April Waters, Scott Derby, John & Janell Dixon, Angie Handshoe, Tara Streb, Stephanie Herkel, Sidney Shartzer, Brody Fretz, Nathaniel & Becky Stahl, Matt Gillison, Ben Jones, Jeremy McKinley, and Brian Strange. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the January 17, 2023 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Corey Boese. The motion passed 5 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR Lieutenants Swearing In Mayor SuzAnne Handshoe swore in John Dixon and Nathaniel Stahl in their newly promoted lieutenant positions. Chief of Police Lance Waters congratulated both men on their accomplishments and told the crowd how big of assets they were to the City. CLERK-TREASURER Cancellation of Warrants Clerk Treasurer Katie Ritchie requested authorization for the cancellation of warrants that were now two years old in the amount of $2,231.16. Council President Jim Dazey made a motion to approve with a second from Council Member Corey Boese. The motion passed 5 ayes – 0 nays. Request for 2022 Write Off Clerk Treasurer Katie Ritchie requested authorization to write off the 2022 unknown adjustment of $23.85 in the bank reconciliation. Council President Jim Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 5 ayes – 0 nays. FIRE The 2022 Annual Report was presented for review. PARK The 2022 Annual Report was presented for review. POLICE The 2022 Annual Report was presented for review. NEW BUSINESS General Ordinance #1256/ Tree Ordinance- 1st Reading Council President Jim Dazey requested the reading of General Ordinance #1256 in title only. Attorney Jacob Atz read General Ordinance #1256 in title only. Council President Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. ALLOWENCE OF BILLS AND CLAIMS Council President Jim Dazey presented bills and claim numbers 73164 through 73311 for $1,466,256.22 for approval. Council President Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy Ballard. The motion passed 5 ayes-0 nays. Council President Jim Dazey mentioned how nice the new carpet looked in the building. MOTION TO ADJOURN Council President Jim Dazey made a motion to adjourn the meeting.
