COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL NOVEMBER 21, 2023 -7:00 P.M. The Common Council of the City of Kendallville met in regular session November 21, 2023 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Doug Atz, Council Member Shari Targgart, Council Member Amy Ballard, and MYAC Member Melissa Smith. Others present were: Katie Ritchie, Matt Getts, KPC News, Lance Waters, Scott Derby, Tara Streb, and Jeremy McKinley. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the November 8, 2023 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Corey Boese. The motion passed 5 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR The October 4, 2023 Aviation minutes were presented for review. CLERK-TREASURER Handbook Changes Clerk Treasurer Katie Ritchie requested a change in the employee handbook under section 3.01 Benefits/ Sick Leave. The request is to read as follows: employees who retire shall receive $50.00 per day up to 45 days and $10.00 per day from days 46-90 for a maximum payout of $2,700.00. Ritchie told the Council that employees are allowed to bank up to 90 unused sick days and are currently only being paid out $10.00 per day. Council Member Jim Dazey made a motion to approve with a second from Council Member Shari Taggart. The motion passed 5 ayes – 0 nays. PARK The November 13, 2023 Park minutes were presented for review. OLD BUSINESS Special Ordinance #1586/ 2024 Elected Official Salary Ordinance- 3rd Reading Council Member Jim Dazey requested the reading of Special Ordinance 1586 in its entirety since there were changes that needed to be made during the last meeting. Attorney Doug Atz read Special Ordinance 1586 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays. General Ordinance #1260/ No Parking Sargent Street- 2nd Reading Council Member Jim Dazey requested the reading of General Ordinance #1260 in its entirety. Attorney Doug Atz read General Ordinance #1260 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. General Ordinance #1261/ Downtown Handicap Parking Spaces- 2nd Reading Council Member Jim Dazey requested the reading of General Ordinance #1261 in its entirety. Attorney Doug Atz read General Ordinance #1261 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. NEW BUSINESS General Ordinance #1262/ Diamond Street Parking- 1st Reading Council Member Jim Dazey requested the reading of General Ordinance #1262 in title only. Attorney Doug Atz read General Ordinance #1262 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. ALLOWANCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 75294 through 75376 for $634,274.69 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy Ballard. The motion passed 5 ayes-0 nays. MOTION TO ADJOURN Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the meeting at 7:15 P.M. ________________________________________ Kathren R.
